Trebuie subliniat că aceste regiuni reprezintă cadrul <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> implementare şi evaluare a<br />
politicilor <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>zvoltare regională şi că ele sunt constituite ca o asociere benevolă <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng><br />
ju<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>ţe vecine ( 4-7 ju<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>ţe dintr-o regiune ). Regiunile <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>zvoltare nu dispun <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng><br />
personalitate juridică şi nu sunt unităţi administrativ-teritoriale.<br />
Politica <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>zvoltare regională este o componentă importantă a reformei generale<br />
care este p<strong>ro</strong>movată <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> Guvernul României. Obiectivele <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> bază ale acestei politici<br />
sunt“diminuarea <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>zechilibrelor regionale existente, prin stimularea unei <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>zvoltări<br />
echilibrate, prin recuperarea accelerată a întârzierilor în <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>zvoltarea zonelor<br />
<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>favorizate ca urmare a unor condiţii istorice, geografice, economice, sociale şi<br />
politice, şi prin prevenirea p<strong>ro</strong>ducerii <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> noi <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>zechilibre”.<br />
Carta Ver<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> a Dezvoltării Regionale în România ( ap<strong>ro</strong>bată <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> Guvernul României în<br />
1997) a evi<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>nţiat că :<br />
‣ “disparităţile în nivelul <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>zvoltării diferitelor regiuni sunt rezultatul atât al<br />
potenţialului acestora din punct <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> ve<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>re al resurselor naturale şi umane cât<br />
şi al mo<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>lelor (economice, <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>mografice, sociale, politice şi culturale) care<br />
le-au mo<st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>lat <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>zvoltarea <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>-a lungul istoriei.”<br />
………Fortele pieţei favorizează amplificarea disparităţilor existente. Unele<br />
centre industriale sau zone <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> servire au tendinţa să se <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng>zvolte mai rapid, în<br />
timp ce zonele marginale cu p<strong>ro</strong>fil agricol şi/sau cu facilităţi <st<strong>ro</strong>ng>de</st<strong>ro</strong>ng> comunicaţii<br />
mai slabe cunosc o tot mai accentuată marginalizare.”<br />
