New Karolinska Solna Hospital Draft Market Briefing Document
1. Background and Purpose
The New Karolinska Solna Hospital (NKS) will be the largest specialist hospital in Sweden. It will
offer state of the art specialist clinical services, education and research. A market sounding
process is being conducted to determine the level and nature of interest in developing this project
as a Public Private Partnership (PPP). The feedback from this exercise will feature prominently in
the analysis carried out to determine the eventual procurement route.
The conceptual design for the hospital was selected from competing architectural entries in 2006
and the functional requirements are now being developed. The Stockholm County Council (SLL)
will undertake an assessment and approval process resulting in a decision on the investment and
method of procurement in February 2008. This conceptual design will enable the hospital
authorities to test and develop their concepts of healthcare delivery in the future.
PricewaterhouseCoopers in Sweden (PwC) has been engaged by the County Council to provide
advice on alternative procurement methods including PPP. This market sounding process will
make an important contribution to this assessment. Dependant upon the outcome of this work, the
Council may undertake a bidder pre qualification phase from November. This would be on the
basis that it is without prejudice to its subsequent decision on proceeding with the project.
Through this market sounding process PwC is seeking the views of potential project participants
including major international PPP investors and construction corporations. For example, PwC are
seeking to understand their views on the:
factors impacting interest in undertaking a PPP project for Karolinska
factors impacting interest in the Swedish construction market generally
proposed scope of the PPP
proposed legal structure for the PPP project
proposed process to appoint a PPP partner
lessons learnt from UK hospital PFI projects
potential for design innovation and whole of life asset management
the inclusion of a patient and families hotel within the scope of the PPP; and
specific risk allocation and commercial issues of potential concern.
