FundingIn this chapter, we are looking into how the COINCO HSR Project (the Project) can be procuredand financed. In order to understand this, we need first to determine how the Project would bestructured – in terms of how it will be designed, built and operated within the context of the presentrail operating structures across the corridor. Based on this we can establish how different flowsof funds to the Project as it operates can be established – and then identify how each of these flowscan be used to finance the development of the Project itself.Thus, we can seek to establish how the Project might be divided between, say, infrastructure operator/provider and service operator (as with the present pattern of the road network across Sweden)- and then to understand the responsibilities for the initial capital and ongoing operating/ maintenancecosts required by the Project and the different revenue streams – (including perhaps faresand access charges, annualised benefits from the development encouraged by the Project and taxesthat might arise for this).There are many structures which have been adopted worldwide – broadly divided between thoseopportunities where the new HSR can be provided as a stand-alone vertically integrated project (aswith the Gautrain operating between Tshwane (Pretoria) and Johannesburg in South Africa) andthese more common examples where the provision of infrastructure is separated from the operationof the services as in the UK and France).We will discuss these approaches in some detail in thischapter.The definition of the appropriate structure will depend, among other things, on the project itself:is it operating in isolation on dedicated infrastructure or is it more intertwined with the operationof other services – and the general rail operating environment. These two issues we discuss first.The ProjectThe proposed High Speed line has been described in the earlier chapters of this report. Howeverthe key essentials we would note here – the essentials which will define in great part the procurementand funding structure – are that while the proposed new line will be based essentially on newinfrastructure, it will, in certain areas (eg accessing Gothenburg) make use of the existing network.Here therefore its operations will necessarily share access to the network with other operations.This existing infrastructure is at present held within the portfolio of the Trafikverket – the nationalrail infrastructure provider – and is offered for use to actual and potential rail service operators. Aswe discuss later, these operations are/can be provided on what is called an open access basis. Underthis arrangement, a train service operator can make an application to the infrastructure provider torun a particular service. Assuming that the train service operator has all the appropriate certificatesetc to ensure that the service will be run safely with equipment that is appropriate for that network,and if there is adequate capacity available, the infrastructure operator will allow the service to beoperated. In developing the COINCO HSR project, arrangements will have to be made withTrafikverket over the ongoing ownership of the asset.33
