while LNG is for the future as infrastructure<br />

is insufficient and capital<br />

intensive. The majority of clients will<br />

be hoping that refineries and trading<br />

companies can provide blended fuels<br />

although the supply chain will not be<br />

able to adapt that quickly.<br />

Meeting the requirements<br />

The dispute, the discussion and<br />

taking decision longs as there are<br />

many factors contribute in limiting the<br />

global sulphur. An increasing number<br />

of ships are also using gas as a fuel<br />

as when ignited it leads to negligible<br />

sulphur oxide emissions. This has<br />

been recognized in the development<br />

by IMO of the International Code for<br />

Ships using Gases and other Low<br />

Flashpoint Fuels (the IGF Code),<br />

which was adopted in 2015. Another<br />

alternative fuel is methanol, which<br />

is being used on some short sea<br />

services.<br />

Ships may also meet the SOx<br />

emission requirements by using<br />

approved equivalent methods, such<br />

as exhaust gas cleaning systems<br />

or “scrubbers”, which “clean” the<br />

emissions before they are released<br />

into the atmosphere. In this case,<br />

the equivalent arrangement must be<br />

approved by the ship’s Administration<br />

“the flag State”.<br />

IMO 2020<br />

Meanwhile, the Middle East could<br />

capitalize on the confusion. The Port<br />

of Fujairah on the east coast of the<br />

UAE is the world’s second largest<br />

bunkering hub after Singapore and<br />

sits in a strategic location amongst<br />

top OPEC producers, Asia and<br />

Europe. Equipped with one of the<br />

world’s most advanced fuel blending<br />

operations, it is already geared up to<br />

meet potentially growing demand<br />

for low-sulphur products. If Fujairah,<br />

which currently stores over 18<br />

million barrels of oil products, can<br />

master the complexity of the new<br />

regulations quickly then it will serve<br />

to enhance its reputation and capture<br />

market share. Therefore, to avoid<br />

being caught off guard, the Port of<br />

Fujairah asked Systems Navigator to<br />

perform a thorough IMO 2020 scan<br />

of Fujairah’s port logistics.<br />

The international industry may<br />

foresee the new rules as a big<br />

opportunity for the oil markets<br />

pushing up prices of crude oil as<br />

well as refined products. This can<br />

impact prices of a wide variety of<br />

goods along with prices of petrofuels.<br />
