give money for scrubbers unless they
know the repayment or payback time
and find the economics attractive,
while LNG is for the future as infrastructure
is insufficient and capital
intensive. The majority of clients will
be hoping that refineries and trading
companies can provide blended fuels
although the supply chain will not be
able to adapt that quickly.
Meeting the requirements
The dispute, the discussion and
taking decision longs as there are
many factors contribute in limiting the
global sulphur. An increasing number
of ships are also using gas as a fuel
as when ignited it leads to negligible
sulphur oxide emissions. This has
been recognized in the development
by IMO of the International Code for
Ships using Gases and other Low
Flashpoint Fuels (the IGF Code),
which was adopted in 2015. Another
alternative fuel is methanol, which
is being used on some short sea
services.
Ships may also meet the SOx
emission requirements by using
approved equivalent methods, such
as exhaust gas cleaning systems
or “scrubbers”, which “clean” the
emissions before they are released
into the atmosphere. In this case,
the equivalent arrangement must be
approved by the ship’s Administration
“the flag State”.
Port of Fujairah preparations for
IMO 2020
Meanwhile, the Middle East could
capitalize on the confusion. The Port
of Fujairah on the east coast of the
UAE is the world’s second largest
bunkering hub after Singapore and
sits in a strategic location amongst
top OPEC producers, Asia and
Europe. Equipped with one of the
world’s most advanced fuel blending
operations, it is already geared up to
meet potentially growing demand
for low-sulphur products. If Fujairah,
which currently stores over 18
million barrels of oil products, can
master the complexity of the new
regulations quickly then it will serve
to enhance its reputation and capture
market share. Therefore, to avoid
being caught off guard, the Port of
Fujairah asked Systems Navigator to
perform a thorough IMO 2020 scan
of Fujairah’s port logistics.
The international industry may
foresee the new rules as a big
opportunity for the oil markets
pushing up prices of crude oil as
well as refined products. This can
impact prices of a wide variety of
goods along with prices of petrofuels.
