Session (UNGASS-„Rio+5“). These proposals represent an emerging consensus on many
globally relevant forest-related issues. They turn on the concept of national forest programmes
(NFPs) as a framework for orientation of national forest policies and for implementation
of the international proposals for action in national processes.
However, IPF participants were not able to find agreement on institutionalisation of the global
forest policy dialogue, in particular on the question of the adoption of a global forest convention.
In order to continue the work of the IPF, and in particular to further prepare consolidation
of the international forest regime, the Intergovernmental Forum on Forests (IFF) was
established in 1997. In February 2000 the IFF decided on recommendations for an arrangement
to host the future forest policy dialogue, which will pave the way for future work on
forests on global level. The major outcome of the IFF is twofold: the creation of an intergovernmental
body, the United Nations Forum on Forests (UNFF) and a Collaborative Partnership
on forests to be formed by all relevant international organisations and instruments.
The Economic and Social Council (ECOSOC) in July 2000 and the General Assembly in
November 2000 will have to take further steps to establish the arrangement. In line with the
IFF recommendations the future arrangement is to perform the following major functions:
- Facilitate and promote the implementation of IPF/IFF proposals as well as other actions
which may be agreed upon
- Provide a forum for continued policy development and dialogue among governments
- Enhance co-operation and co-ordination, synergies among international and regional
instruments, including co-ordination among donors.
2.2 International Conventions supporting project work:

2.2.1 The Context
The climate in Eastern Mauritania is characterised by annual rainfall of less than 400 mm,
varying strongly in time and area. Therefore transhumant (mobile, nomadic) livestock production
is the best-adapted way to use natural resources. It accounts for more than 80% of
regional household incomes.
More than 100 semi-permanent and permanent wetlands, so-called tamourts, exist in
Eastern Mauritania. They are essential linchpins for the mobility of livestock production and
constitute habitats for a rich diversity of, partly endemic, flora and fauna, and migrating birds.
In the context of food security programs, agriculture is increasingly subsidised and several
projects envisage establishing fences around wetlands with the aim of cultivating cereals and
