Session (UNGASS-„Rio+5“). These proposals represent an emerging consensus on many<br />
globally relevant forest-related issues. They turn on the concept of national forest programmes<br />
(NFPs) as a framework for orientation of national forest policies and for implementation<br />
of the international proposals for action in national processes.<br />
However, IPF participants were not able to find agreement on institutionalisation of the global<br />
forest policy dialogue, in particular on the question of the adoption of a global forest convention.<br />
In or<strong>der</strong> to continue the work of the IPF, and in particular to further prepare consolidation<br />
of the international forest regime, the Intergovernmental Forum on Forests (IFF) was<br />
established in 1997. In February <strong>2000</strong> the IFF decided on recommendations for an arrangement<br />
to host the future forest policy dialogue, which will pave the way for future work on<br />
forests on global level. The major outcome of the IFF is twofold: the creation of an intergovernmental<br />
body, the United Nations Forum on Forests (UNFF) and a Collaborative Partnership<br />
on forests to be formed by all relevant international organisations and instruments.<br />
The Economic and Social Council (ECOSOC) in July <strong>2000</strong> and the General Assembly in<br />
November <strong>2000</strong> will have to take further steps to establish the arrangement. In line with the<br />
IFF recommendations the future arrangement is to perform the following major functions:<br />
- Facilitate and promote the implementation of IPF/IFF proposals as well as other actions<br />
which may be agreed upon<br />
- Provide a forum for continued policy development and dialogue among governments<br />
- Enhance co-operation and co-ordination, synergies among international and regional<br />
instruments, including co-ordination among donors.<br />
2.2 International Conventions supporting project work:<br />
Experiences from Mauritania<br />

2.2.1 The Context<br />
The climate in Eastern Mauritania is characterised by annual rainfall of less than 400 mm,<br />
varying strongly in time and area. Therefore transhumant (mobile, nomadic) livestock production<br />
is the best-adapted way to use natural resources. It accounts for more than 80% of<br />
regional household incomes.<br />
More than 100 semi-permanent and permanent wetlands, so-called tamourts, exist in<br />
Eastern Mauritania. They are essential linchpins for the mobility of livestock production and<br />
constitute habitats for a rich diversity of, partly endemic, flora and fauna, and migrating birds.<br />
In the context of food security programs, agriculture is increasingly subsidised and several<br />
projects envisage establishing fences aro<strong>und</strong> wetlands with the aim of cultivating cereals and<br />
