1.4 What are “<strong>in</strong>tegrated programme strategies”?<br />

The term “<strong>in</strong>tegrated programme strategies” is used <strong>in</strong> this document to describe programmes<br />

that <strong>in</strong>clude aspects related to both <strong>HIV</strong>/<strong>AIDS</strong> <strong>and</strong> <strong>nutrition</strong>/<strong>food</strong> security. As a cross-cutt<strong>in</strong>g<br />

issue, <strong>HIV</strong>/<strong>AIDS</strong> should be considered <strong>in</strong> the design <strong>and</strong> implementation <strong>of</strong> virtually any <strong>in</strong>tervention.<br />

The 1995 UNHCR/WHO/UN<strong>AIDS</strong> document, Guidel<strong>in</strong>es for <strong>HIV</strong> <strong>in</strong>terventions<br />

<strong>in</strong> emergency sett<strong>in</strong>gs, placed <strong>HIV</strong>/<strong>AIDS</strong> squarely on the agenda <strong>of</strong> priorities for <strong>in</strong>tervention<br />

<strong>in</strong> crises. The 2003 Inter-Agency St<strong>and</strong><strong>in</strong>g Committee on <strong>HIV</strong>/<strong>AIDS</strong> (IASC) document,<br />

Guidel<strong>in</strong>es for <strong>HIV</strong>/<strong>AIDS</strong> <strong>in</strong>terventions <strong>in</strong> emergency sett<strong>in</strong>gs, clearly identified <strong>HIV</strong>/<strong>AIDS</strong><br />

as an issue that cuts across all <strong>of</strong> the <strong>in</strong>tervention areas <strong>in</strong> acute (immediate crisis) sett<strong>in</strong>gs. 11<br />
