2.3 Framework for implement<strong>in</strong>g <strong>in</strong>tegrated programmes<br />

As the acute emergency phase ends <strong>and</strong> relative stability is achieved, refugee sett<strong>in</strong>gs present<br />

opportunities for a broad range <strong>of</strong> <strong>in</strong>terventions that address <strong>HIV</strong>/<strong>AIDS</strong>, <strong>food</strong> <strong>and</strong> <strong>nutrition</strong><br />

needs. This document exam<strong>in</strong>es three particular types <strong>of</strong> <strong>HIV</strong>/<strong>AIDS</strong> <strong>activities</strong> (Figure 2):<br />

• Health care <strong>and</strong> treatment <strong>activities</strong> aim to improve the health <strong>and</strong> <strong>nutrition</strong>al status<br />

<strong>of</strong> people liv<strong>in</strong>g <strong>with</strong> <strong>HIV</strong>/<strong>AIDS</strong> <strong>in</strong> three sett<strong>in</strong>gs: at health facilities, <strong>in</strong> the community<br />

(via health extension or traditional care providers), <strong>and</strong> <strong>with</strong><strong>in</strong> the family. These <strong>activities</strong><br />

may <strong>in</strong>volve work<strong>in</strong>g directly <strong>with</strong> the chronically ill, or work<strong>in</strong>g <strong>in</strong> the community<br />

to improve available health services.<br />

• Support <strong>and</strong> care <strong>activities</strong> aim to provide various types <strong>of</strong> <strong>support</strong> to <strong>HIV</strong>/<strong>AIDS</strong>affected<br />

people, their families/households, <strong>and</strong> highly affected communities. Support<br />

may <strong>in</strong>clude provision <strong>of</strong> <strong>food</strong> (e.g., through a general <strong>food</strong> distribution or supplementary<br />

feed<strong>in</strong>g programme), or <strong>in</strong>terventions to improve <strong>food</strong> <strong>and</strong> livelihood security (e.g.,<br />

farm<strong>in</strong>g <strong>and</strong> garden<strong>in</strong>g, microcredit, tra<strong>in</strong><strong>in</strong>g).<br />

• <strong>HIV</strong>/<strong>AIDS</strong> prevention <strong>activities</strong> aim to promote community engagement <strong>and</strong> action<br />

around <strong>HIV</strong>/<strong>AIDS</strong>. Prevention <strong>activities</strong> may be <strong>in</strong>tegrated <strong>in</strong>to <strong>food</strong> <strong>and</strong> <strong>nutrition</strong><br />

programmes <strong>of</strong> all types. Alternatively, <strong>food</strong> resources may be used to establish <strong>and</strong><br />

susta<strong>in</strong> the <strong>activities</strong> <strong>of</strong> community <strong>HIV</strong>/<strong>AIDS</strong> prevention workers <strong>and</strong> promote public<br />

participation <strong>in</strong> <strong>HIV</strong>/<strong>AIDS</strong> prevention <strong>activities</strong>.<br />

In addition, the document focuses on three types <strong>of</strong> <strong>food</strong> <strong>and</strong> <strong>nutrition</strong> <strong>activities</strong> (Figure 2):<br />

• Food distribution <strong>and</strong> <strong>nutrition</strong> <strong>activities</strong> aim to prevent excess mortality <strong>and</strong><br />

mal<strong>nutrition</strong> through <strong>food</strong> <strong>and</strong> <strong>nutrition</strong>al <strong>support</strong>. Activities <strong>in</strong>clude general <strong>food</strong><br />
