agriculture <strong>and</strong> horticulture, animal husb<strong>and</strong>ry (particularly small animals), non labour-<strong>in</strong>tensive<br />

trade skills – can promote self-sufficiency <strong>and</strong> reduce poverty dur<strong>in</strong>g displacement, as well<br />

as build human capital (skills, knowledge <strong>and</strong> capacities) for repatriation. Host communities<br />

<strong>of</strong>ten provide many employment opportunities for skilled refugees. Development <strong>of</strong> skills<br />

among PLWHA, preferably <strong>in</strong> a tra<strong>in</strong><strong>in</strong>g programme open to the broader community, can<br />

provide a valuable source <strong>of</strong> household <strong>in</strong>come.<br />

How would this <strong>in</strong>tegrated programme strategy be implemented?<br />

Institutional collaboration <strong>and</strong> coord<strong>in</strong>ation. PLWHA identified by the health system can<br />

be referred to community development programme staff who oversee <strong>in</strong>come-generat<strong>in</strong>g projects<br />

or who manage microcredit <strong>and</strong> community bank<strong>in</strong>g projects. Community development<br />

staff <strong>and</strong> the microcredit groups can liaise <strong>with</strong> bank<strong>in</strong>g <strong>in</strong>stitutions to make arrangements for<br />

open<strong>in</strong>g <strong>and</strong> manag<strong>in</strong>g a bank account. Tra<strong>in</strong><strong>in</strong>g programmes generally should not be targeted<br />

to PLWHA, to avoid stigmatization. However, agency staff can work to ensure that there are<br />

opportunities <strong>with</strong><strong>in</strong> exist<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g programmes that are accessible to PLWHA <strong>and</strong> their<br />

families.<br />

Emphasis on participatory <strong>and</strong> community-led approaches. Successful <strong>in</strong>come-generat<strong>in</strong>g<br />

<strong>activities</strong> are those that participants can engage <strong>in</strong> on a susta<strong>in</strong>able basis, <strong>and</strong> which earn significant<br />

<strong>in</strong>come <strong>in</strong> accessible markets. At the outset, participants (<strong>in</strong>clud<strong>in</strong>g PLWHA) can work<br />

together to identify <strong>activities</strong> that can be <strong>support</strong>ed by accessible markets. Both <strong>HIV</strong>-<strong>in</strong>fected<br />

<strong>and</strong> non-<strong>in</strong>fected people can participate <strong>in</strong> the same projects, but the specific needs <strong>of</strong> PLWHA<br />

should be taken <strong>in</strong>to consideration. Community groups <strong>of</strong>ten form naturally <strong>with</strong><strong>in</strong> refugee<br />

communities, particularly among women who arrange for the rotation <strong>of</strong> small funds among<br />

families. Community development project staff can facilitate the <strong>in</strong>volvement <strong>of</strong> PLWHA <strong>in</strong><br />

these groups as they are formed. Tra<strong>in</strong><strong>in</strong>g <strong>and</strong> <strong>in</strong>come-generat<strong>in</strong>g <strong>activities</strong> should be geared to<br />

the capacities <strong>of</strong> PLWHA <strong>and</strong> their families, which should be identified through community<br />

AAH-run model farmer plot for commercial <strong>food</strong> sale, Kyangwali, Ug<strong>and</strong>a<br />
