Experiences from the field…<br />

Kala <strong>and</strong> Mwange Camps, Zambia. In Mwange Camp, school attendance <strong>in</strong>creased after<br />

school uniforms were distributed dur<strong>in</strong>g 2003, confirm<strong>in</strong>g that the <strong>in</strong>ability to afford uniforms<br />

was a barrier to school attendance. Additionally, attendance decl<strong>in</strong>es seasonally (particularly<br />

dur<strong>in</strong>g the ra<strong>in</strong>y season) as children jo<strong>in</strong> their families to farm <strong>in</strong> surround<strong>in</strong>g villages (one<br />

<strong>of</strong> the few sources <strong>of</strong> <strong>in</strong>come available to the refugees). Despite this evidence <strong>of</strong> a decl<strong>in</strong>e <strong>in</strong><br />

school attendance among poor families, it was concluded that school feed<strong>in</strong>g would not be<br />

appropriate <strong>in</strong> the camps, based on data show<strong>in</strong>g attendance rates exceed<strong>in</strong>g 80% <strong>and</strong> very<br />

low prevalence <strong>of</strong> mal<strong>nutrition</strong>. Assistance should be targeted <strong>in</strong>stead to the poorest <strong>and</strong> most<br />

vulnerable households.
