International Educational Exchange The educational exchange program is authorized by the Congress to help promote mutual understanding between the people of the United States and those of other countries. Authority is provided in sections 104(h) Public and 104(j) Law of 480 for use of funds to finance international exchange programs authorized formerly by Public Law 584, 79th Congress, and now by Public Law 87-256. Binational Foundation and Commission Programs Table XVII shows funds obligated during 1965 together with total funds obligated under current and prior legislation since the initiation of section 104(h) programs.
