World Food Program The World Food Program (WFP) was established by the United Nationls (U.N.) and the Food and Agriculture Organization (FAO) of the U.N. in April 1962. The program is financed by voluhtary contributions of U.N. and FAO member countries in the form of commodities, services, and cash. During the initial 3-year period of operation (1963-65), the program operated on an experimental basis with a budget of $94 million, of which the United States pledged $40 million in commodities and $10 million in ocean freight and cash. The U.S. Government contributes commodities and ocean freight services to the program under the authority of title II. Cash contributions are provided by the U.S. Agency for International Development. Fifty-four countries provided commodities or cash to the experimental WFP. The World Food Program uses food in multilateral P.L. 480foods are part of the U.S. contributionto the World Food Program, , administeredby the United Nations 2..' and the U.N. Food end Agriculture " Organization. The U.S. encourages other donors to contribute by offering P.L. 480 commodities on a matching basis. economic development, child feeding, and emergency programs. During 1965, the final year of the experimental period, the United States contributed $34.5 million in commodities to the program. These were used in 37 countries. Details of the U.S. contribution are found in table XXX. In December 1965, both the UN General Assembly and the Food and Agriculture Organization reviewed WFP's accomplishments during the 3-year pilot period and determined that its life would be extended "on a regular and continuing basis" with a goal for the three years, 1966-68, of $275 million. For the first 3-year period of this extension the United States has pledged up to $92 million in commodities, $32 million in services, inc!0iding transportation, and $6 million cash, based on a matching formula under which the United States will provide up to 50 percent of coinmodity aid and 40 percent of cash and services. 83
