undesirable flavor and odor in the product and Hebrew
University is also working on this problem.
Tel Aviv University in Israel is doing basic research
into the causes and mechanism of the breakdown
protein
of
molecules, the so-called proteolytic activities,
which also lead to degradation of the finished product,
Fisheries research extends also into capital equipment
testing and utilization areas. Work is under way at the
Sea Fisheries Institute, Gdynia, Poland, on cost, earnings,
product quality, automation compatibility, and
other efficiency parameters of various trawler, freezer
trawler, and factory ship configurations. An amendment
to this contract was negotiated in 1965 which puts
the institute into utilization research as well. The

Health, Education, and Welfare
Under section 104(k), the Department of Health,
Education, and Welfare conducts progranis, in collaboration
with institutions of other countries, in vocational
rehabilitation, educational research, social welfare and
maternal and child health, and medical and healthrelated
research. Obligations under this authority
appear in table XXIII.
Vocational Rehabilitation
The international rehabilitation research program is
designed to stimulate other countries to research and
demonstration activities in this field. This leads to the
solution of particular national problems within each
country, and contributes to the accumilation of a fund
of shared experience and knowledge.

This program was allocated $2 million for fiscal
year 1966. During 1965, 25 cooperative projects were
approved, bringing to 82 the number of active projects.
The work undertaken covers a wide spectrum of
studies from general rehabilitation of persons with disease,
congential conditions, and accidents to more complex
sociological and economic studies.
The following are a few examples of the wide variety
of projects:
Prosthetics.-Study of the use of low cost local materials
for production of artificial limbs and braces. (Brazil,
Pakistan, Poland, and Yugoslavia)
General Ielailiation.-study of rehabilitation of persons
disabled with heart disease, leprosy, cerebral
palsy, stroke, tuberculosis, mental disorders, burns, and
other disabling conditions. (India, United Arab Republic,

Overseas programs comprise cooperative research
projects, comparative education studies, and education
for world understanding. An appropriation of $1
million was made in 1966 to continue this work.
