restrictions on farmers’ mobility, and the <strong>in</strong>evitable fragmentation of hold<strong>in</strong>gs among<br />
future heirs<br />
Policy Recommendations<br />
In order <strong>to</strong> ensure susta<strong>in</strong>ed and <strong>in</strong>creased <strong>in</strong>flow of <strong>in</strong>vestment <strong>in</strong> agriculture, agricultural<br />
policies must endure and even outlive the government that formulated them. The practice of<br />
chang<strong>in</strong>g macroeconomic policies with successive federal governments is <strong>in</strong>imical <strong>to</strong> longterm<br />
<strong>in</strong>vestments <strong>in</strong> agriculture. The various tiers of government should act <strong>in</strong> concert with<br />
the economic reforms agenda, which entails promotion of greater private-sec<strong>to</strong>r roles <strong>in</strong><br />
agricultural production, process<strong>in</strong>g and market<strong>in</strong>g of farm commodities, as well as provision<br />
of farm <strong>in</strong>puts.<br />
The common constra<strong>in</strong>t <strong>to</strong> implementation of presidential <strong>in</strong>itiatives is poor fund<strong>in</strong>g. The<br />
associated issues are poor plann<strong>in</strong>g and poor <strong>in</strong>frastructural support for the various<br />
presidential pronouncements. The key recommendation is <strong>in</strong>stitution of adequate and timely<br />
release of approved budgets so that projects do not rema<strong>in</strong> mere good <strong>in</strong>tentions on paper.<br />
There is a need <strong>to</strong> promote private-sec<strong>to</strong>r participation, especially by attract<strong>in</strong>g foreign<br />
<strong>in</strong>ves<strong>to</strong>rs <strong>in</strong> local provision and production of needed mach<strong>in</strong>ery, equipment, and farm<br />
<strong>in</strong>puts. In the long run, expanded local production of these <strong>in</strong>puts will likely lead <strong>to</strong> reduced<br />
unit costs through scale economies. This ties <strong>to</strong> the need for a stable policy environment.<br />
The practice of contract arrangements between outgrowers and private companies needs <strong>to</strong><br />
be strengthened because it may be difficult <strong>to</strong> promote and enforce such contract details<br />
with any tier of government.<br />
There is a need for government <strong>to</strong> support the NARIs by promot<strong>in</strong>g awareness of the<br />
technology pro<strong>to</strong>types they have on the shelf. L<strong>in</strong>kage is needed among private<br />
agroprocess<strong>in</strong>g SMEs, NARIs, and f<strong>in</strong>ancial <strong>in</strong>stitutions (especially commercial banks) <strong>to</strong><br />
develop the pro<strong>to</strong>types <strong>in</strong><strong>to</strong> commercial products.<br />
Private ownership and operation of silos should be promoted alongside those of the federal<br />
government. This will help <strong>to</strong> both expand s<strong>to</strong>rage capacity nationally and relax the f<strong>in</strong>ancial<br />
burden on the government. S<strong>in</strong>ce most of the community-level agroprocess<strong>in</strong>g occurs<br />
through cooperative organizations, these agroprocess<strong>in</strong>g cooperatives must be<br />
strengthened <strong>to</strong> ensure their ability and capacity <strong>to</strong> attract credit.<br />
Regard<strong>in</strong>g the constra<strong>in</strong>ts <strong>to</strong> <strong>in</strong>creas<strong>in</strong>g lives<strong>to</strong>ck productivity <strong>in</strong> <strong>Nigeria</strong>, the follow<strong>in</strong>g<br />
recommendations of the PCOL (PCOL 2003) should be emphasized:<br />
<strong>in</strong>creased capacity utilization <strong>in</strong> the <strong>Nigeria</strong> feed <strong>in</strong>dustry<br />
enhancement of feed quality and efficiency<br />
stronger emphasis on the feed <strong>in</strong>puts delivery system <strong>to</strong> smallholders<br />
improved use of agro<strong>in</strong>dustrial byproducts and crop residues<br />
accelerated pasture seed production<br />
pasture improvement and rangeland rehabilitation<br />
development of the strategic feed reserve<br />
agroforestry development<br />
establishment of cattle, sheep, goat, and pig selective breed<strong>in</strong>g centers and<br />
multiplication centers<br />
establishment of poultry breed<strong>in</strong>g centers<br />
establishment of artificial <strong>in</strong>sem<strong>in</strong>ation centers<br />
provision of market <strong>in</strong>formation services<br />
