Evaluation of the National Special Programme on Food Security (NSPFS)<br />
The NSPFS is another recent agricultural program <strong>in</strong> <strong>Nigeria</strong>. It was <strong>in</strong>itiated by the Food and<br />
Agriculture Organization (FAO) of the United Nations, with 42 of the participat<strong>in</strong>g countries <strong>in</strong><br />
Africa. The NSPSF was <strong>in</strong>itially piloted <strong>in</strong> Kano <strong>in</strong> 1998 and later extended <strong>to</strong> all 36 <strong>Nigeria</strong>n<br />
states (FAO 2006). The <strong>in</strong>itial scope of the NSPFS was broadly def<strong>in</strong>ed <strong>to</strong> <strong>in</strong>clude atta<strong>in</strong>ment of<br />
