Terms<br />

Action step<br />

Specific action or task undertaken to eliminate or neutralize a problem and to achieve an objective. Information needed<br />

includes the agency taking action, a completion date, and an established goal.<br />

Active <strong>Army</strong><br />

Consists of RA Soldiers on AD; <strong>AR</strong>NGUS and <strong>Army</strong> Reserve Soldiers on AD (except as excluded below); <strong>AR</strong>NG<br />

Soldiers in the Service of the United States pursuant to a call; and all persons appointed, enlisted, or inducted into the<br />

<strong>Army</strong> without component.<br />

Active duty (AD)<br />

Full-time duty in the active military Service of the United States, including full-time training duty; AT duty; attendance<br />

while in the active military Service, at a school designated as a service school by law or by secretary of the military<br />

department concerned. This term does not include FTNGD.<br />

Active status<br />

The status of a member of a RC not in the inactive <strong>AR</strong>NG, on inactive status list, or in the retired Reserve.<br />

Affirmative action plan<br />

A management document that consists of statements of attainable goals and timetables. This document is required of all<br />

<strong>Army</strong> organizations, commands, agencies, and activities down to brigade (or equivalent) level. It is designed to achieve<br />

EO for all military personnel.<br />

<strong>Army</strong> National Guard<br />

The <strong>Army</strong> portion of the recognized militia of the several states, Commonwealth of Puerto Rico and District of<br />

Columbia whose units and members are federally recognized.<br />

<strong>Army</strong> National Guard of the United States<br />

A RC of the <strong>Army</strong>, all of whose members are members of the <strong>AR</strong>NG.<br />

Chain of command<br />

The sequence of commanders in an organization who have direct authority and primary responsibility for accomplishing<br />

he assigned unit mission while caring for personnel and property in their charge.<br />

Civil office<br />

A nonmilitary office involving the exercise of the powers of authority of civil Government, to include elective or an<br />

appointed office in the U.S. Government, a U.S. territory or possession, State, county, municipality, or official<br />

subdivision thereof.<br />

<strong>Command</strong> levels of support<br />

<strong>Command</strong> levels of support are the HQDA determined levels for the common services that are provided by a garrison.<br />

<strong>Command</strong> levels of support refers to the method by which IMCOM directs all garrisons to deliver specific elements of<br />

installation support services (Service Support Programs (SSPs)) at a HQDA approved pre-determined level of service.<br />

This strategy is aimed at achieving standardization of installation services across the <strong>Army</strong> through equitable distribution<br />

of resources and garrison accountability for service delivery performance.<br />

Complainant<br />

A Soldier, military Family member, or civilian employee of the <strong>Army</strong> who submits a complaint.<br />

Date of rank<br />

The date on which an officer or enlisted Soldier actually or constructively was appointed in a particular grade. The date<br />

will be calculated on the basis of criteria established in this regulation and is the first rule for determining relative<br />

seniority for officers and enlisted holding the same grade.<br />

Deployable sexual response coordinator<br />

Deployable S<strong>AR</strong>C are Soldiers appointed on orders assigned at brigade/unit of action and higher levels of command<br />

who are designated and trained to assume the duties of the S<strong>AR</strong>C during deployments.<br />
