(3) Assess and evaluate US<strong>AR</strong> EO programs.<br />

d. The CG, TRADOC will—<br />

(1) Develop EO training doctrine and training materials and coordinate development with HQDA.<br />

(2) Develop EO instruction and associated training materials for use in the accession/initial-entry-training base, in<br />

PME courses throughout the <strong>Army</strong> and in units. Training will be interactive, small-group oriented and testable.<br />

(3) Conduct required EO education and training in TRADOC Service schools and training centers.<br />

(4) Evaluate the effectiveness of training conducted in TRADOC Service schools and training centers.<br />

(5) Provide assistance and instructional materials to schools not under the jurisdiction of TRADOC. These schools<br />

include, but are not limited to, The Judge Advocate General’s School, <strong>Army</strong> Medical Department Center and School,<br />

Inspector General Course, and U.S. <strong>Army</strong> War College.<br />

(6) Develop the program of instruction and evaluate the conduct of the <strong>Army</strong> Service Specific Training for <strong>Army</strong><br />

personnel attending the resident and reserve training courses at DEOMI.<br />

(7) Develop EO correspondence courses via distance learning for all <strong>Army</strong> personnel.<br />

(8) Establish the Soldier Support Institute as the proponent for EO training.<br />

e. <strong>Command</strong>ers of <strong>Army</strong> commads will—<br />

(1) Monitor the execution of the EO Program in all commands, installations, agencies, and activities (to include<br />

<strong>Army</strong> Reserve and <strong>AR</strong>NG units when activated) under their jurisdiction.<br />

(2) Schedule EO training for units in accordance with procedures outlined in paragraph 6–14 and command needs<br />

(to include all RC units when activated under their jurisdiction during pre-mobilization and demobilization).<br />

(3) Provide support, as appropriate, for EO matters in all host and tenant support agreements.<br />

(4) Ensure EOAs deploy with assigned units in accordance with procedures outlined in paragraph 6–5.<br />

(5) Ensure Equal Opportunity Representatives (EORs) are trained and deployable for units smaller than brigade.<br />

(6) Ensure military and civilian EO/EEO programs complement each other.<br />

(7) Provide personnel, funding, and other resources to carry out the EO Program (to include all RC units when<br />

activated). Funding may be used for the continuous education of command EOAs, local training for EORs and staff<br />

assistance visits (SAVs) by headquarters personnel.<br />

(8) Compile unit data and receive periodic briefings on the analysis of that data to assist in development of EOAPs.<br />

(Use the EO database to collect unit program information.)<br />

(9) Submit the Quarterly Narrative and Statistical Report (QNSR) in accordance with procedures outlined in<br />

paragraph 6–16.<br />

f. Installation commanders will—<br />

(1) Serve as the installation EO officer and monitor the installation’s EO climate.<br />

(2) Maintain EO assistance lines to provide advice and information on unlawful discrimination and sexual harassment.<br />

These assistance lines will provide procedural information on the filing of EO complaints and clarify what<br />

constitutes an act of sexual harassment. All EO complaints should be filed in person when possible. The assistance line<br />

may also be used to provide information to leaders on the procedures to follow in handling sexual harassment<br />

complaints.<br />

(3) Schedule and conduct EOR courses and facilitation courses as needed to ensure each company and battalion<br />

commander has trained EOR to assist them in executing their EO responsibilities and to facilitate small group<br />

discussions (to include RC units when activated).<br />

g. The CG, AHRC will—<br />

(1) Maintain statistical data concerning racial and ethnic designation category and gender for the management of<br />

personnel systems and EOAP initiatives.<br />

(2) Determine the need for training seats at DEOMI for the annual Structure Manning and Decision Review for the<br />

program objective memorandum years.<br />

(3) Designate program personnel, in coordination with HQDA, to attend DEOMI.<br />

(4) Control DEOMI military student training allocations for the <strong>Army</strong>.<br />

(5) Assign AD military personnel to meet <strong>Army</strong> EOA requirements.<br />

(6) Align EOAs demographically with population of the U.S. <strong>Army</strong> as a whole.<br />

h. Director, Installation Management Agency will provide funding to the garrisons for ethnic/special observances<br />

and facilities/materials for the Equal Opportunity Representative Course (EORC) at the installation level.<br />

i. <strong>Command</strong>ers at all levels are the EO officers for their commands. All commanders will—<br />

(1) Be personally responsible and accountable for the EO climate within their units.<br />

(2) Develop and implement EO programs for their organizations that enhance unit cohesion, esprit, and morale.<br />

(3) Upon receipt of an EO complaint, process the complaint in accordance with appendix D.<br />

(4) Identify unlawful discriminatory practices affecting military personnel and Family members, initiate corrective<br />

actions, and provide follow-up and feedback throughout problem resolution.<br />

(5) Promote EO and interpersonal harmony for all military personnel and Family members.<br />
