S u m m a r y . T h i s r e g u l a t i o n i m p l e m e n t s<br />
DODI 1332.14 and DODI 1332.30. It pres<br />
c r i b e s t h e p o l i c y a n d r e s p o n s i b i l i t y o f<br />
command, which includes well-being of<br />
the force, military and personal discipline<br />
and conduct, the <strong>Army</strong> Equal Opportunity<br />
P r o g r a m , P r e v e n t i o n o f S e x u a l H a r a s s -<br />
ment, and the <strong>Army</strong> Sexual Assault Prevention<br />
and Response Program.<br />
Applicability. This regulation applies to<br />
t h e A c t i v e A r m y , t h e A r m y N a t i o n a l<br />
Guard/<strong>Army</strong> National Guard of the United<br />
States, and the U.S. <strong>Army</strong> Reserve, unless<br />
otherwise stated. During mobilization, the<br />
Personnel–General<br />
<strong>Army</strong> <strong>Command</strong> <strong>Policy</strong><br />
proponent may modify chapters and policies<br />
contained in this regulation. Chapters<br />
6 and 7 and appendixes E and F apply to<br />
<strong>Army</strong> National Guard Soldiers when on<br />
AD Title 10, for 30 days or more, and in<br />
all other cases, <strong>Army</strong> National Guard Soldiers<br />
are governed by NGR <strong>600</strong>–21 and<br />
NGR <strong>600</strong>–22. Portions of this regulation<br />
that prescribe specific conduct are punit<br />
i v e , a n d v i o l a t i o n s o f t h e s e p r o v i s i o n s<br />
may subject offenders to nonjudicial or<br />
judicial action under the Uniform Code of<br />
M i l i t a r y J u s t i c e . T h e e q u a l o p p o r t u n i t y<br />
terms found in the glossary are applicable<br />
only to uniformed personnel. <strong>AR</strong> 690–<strong>600</strong><br />
contains similar terms that are applicable<br />
to Department of Defense civilians.<br />
Proponent and exception authority.<br />
The proponent of this regulation is the<br />
Deputy Chief of Staff, G–1. The proponent<br />
has the authority to approve exceptions<br />
or waivers to this regulation that are<br />
consistent with controlling law and regulations.<br />
The proponent may delegate this<br />
approval authority, in writing, to a division<br />
chief within the proponent agency or<br />
its direct reporting unit or field operating<br />
agency, in the grade of colonel or the<br />
civilian equivalent. Activities may request<br />
a waiver to this regulation by providing<br />
justification that includes a full analysis of<br />
