Installation victim advocate (IVA)<br />

The IVA are Department of <strong>Army</strong> (DA) civilian or contract employees trained to provide advocacy services to victims<br />

of sexual assault. The IVA reports directly to the sexual assault response coordinator (S<strong>AR</strong>C) for sexual assault cases.<br />

At locations where the FAPM performs S<strong>AR</strong>C duties, the IVA will report directly to the FAPM.<br />

Institutional discrimination<br />

Different treatment of individuals in an organization that occurs based on race, religion, color, gender, or national<br />

origin; results from the normal functioning of the organization; or operates to the consistent disadvantage of a<br />

particular group.<br />

Minority group<br />

Any group distinguished from the general population in terms of race, religion, color, gender, or national origin.<br />

Nonpartisan political activity<br />

Activity supporting or relating to candidates not representing, or issues not specifically identified with, national or State<br />

political parties and associated or ancillary organizations. Issues relating to Constitutional amendments, referendums,<br />

approval of municipal ordinances, and others of similar character and are not considered under this regulation as<br />

specifically being identified with national or State political parties.<br />

Original appointment<br />

Any appointment in a Reserve or regular component of the Armed Forces that is neither a promotion nor a demotion.<br />

Officers may receive more that one “original appointment."<br />

Other sex-related offenses<br />

All other sexual acts or acts in violation of the UCMJ that do not meet the definition of sexual assault, or the definition<br />

of sexual harassment as promulgated in DOD Directive 1350.2, DOD Military Equal Opportunity. Examples of other<br />

sex-related offenses could include indecent acts with another and adultery. (For the specific articles of sexual assault<br />

offenses under the UCMJ, see the MCM).<br />

Partisan political activity<br />

Activity supporting or relating to candidates representing, or issues specifically identified with, national or State<br />

political parties and associated or ancillary organization.<br />

Personal racism, sexism, or bigotry<br />

The acting out of prejudices by an individual or group of individuals against another individual or group because of<br />

race, religion, color, gender, or national origin.<br />

Placement on the active duty list<br />

The date on which a commissioned officer entered on AD on his or her current tour of service on the active duty list.<br />

Rank<br />

The order of precedence among members of the Armed Forces. Military rank among officers of the same grade or of<br />

equivalent grade is determined by comparing dates of rank. An officer whose DOR is earlier that the DOR of another<br />

officer of the same or equivalent grade is senior to that officer.<br />

Restricted reporting<br />

Restricted reporting allows a Soldier who is a sexual assault victim, on a confidential basis, to disclose the details of<br />

his/her assault to specifically identified individuals and receive medical treatment and counseling, without triggering<br />

the official investigative process. Soldiers who are sexually assaulted and desire restricted reporting under this policy<br />

should report the assault to the S<strong>AR</strong>C, VA, chaplain, or a healthcare provider.<br />

Senior regularly assigned United States <strong>Army</strong> officer<br />

The officer whose appointed place of duty is the company, battalion or brigade to which assigned. If the company<br />

commander is absent, the executive officer, if he/she is the senior officer who performs duty in the company, will<br />

assume command. Likewise, if the battalion commander is absent, the senior officer assigned to the battalion (normally<br />

the executive officer) will assume command. If an officer is senior to the executive officer and is assigned to the<br />

company or battalion, but who works in the division headquarters or a maintenance unit, the executive officer would<br />

still assume command.<br />

Sexual assault<br />

Sexual assault is a crime defined as intentional sexual contact, characterized by use of force, physical threat or abuse of<br />
