Be HIP When You Hunt In <strong>Oregon</strong>!<br />
What is HIP? HIP st<strong>and</strong>s for Harvest Information Program . Do you hunt doves, crows, snipe, ducks, geese, coot, pheasant,<br />
quail, chukar, Hungarian (Gray) partridge, blue grouse, or ruffed grouse in <strong>Oregon</strong>? If so, you must be HIP validated on your license<br />
before you go hunting . When buying a hunting license, you will be asked if you intend to hunt any game birds during the upcoming<br />
hunting seasons . When answered, “Yes”, you will then be asked a few simple questions about your hunting success last year . When<br />
this process is completed your license will indicate that you are “HIP Validated” . To legally hunt for crow you must answer, “Yes” to<br />
the question pertaining to those species <strong>and</strong> a separate validation for those species must appear on your license . Refer to the HIP<br />
worksheet on page 46 . That’s it! There is no cost to you .<br />
Why collect harvest information? Your participation in this program means that important information will be available<br />
to wildlife pr<strong>of</strong>essionals to better manage <strong>Oregon</strong>’s wildlife resources . Hunter participation levels for all species <strong>of</strong> game birds are<br />
needed to assist in setting regulations <strong>and</strong> justify future hunting seasons .<br />
How does HIP work? Of the total group <strong>of</strong> HIP certified waterfowl <strong>and</strong> other migratory game bird hunters, the USFWS will<br />
select necessary samples <strong>of</strong> hunters to participate in providing harvest information . Selected hunters will receive hunter record cards<br />
prior to hunting seasons or soon thereafter . Hunters will be asked to record their daily harvest <strong>of</strong> birds <strong>and</strong> return the completed record<br />
card at the end <strong>of</strong> the hunting season . For upl<strong>and</strong> game bird hunters, ODFW personnel select samples <strong>of</strong> hunters to survey . These<br />
surveys will provide much more accurate harvest information than previous surveys <strong>and</strong> will make it possible to more accurately<br />
determine the status <strong>and</strong> needs <strong>of</strong> all our game bird resources .<br />

DEFINITIONS<br />
■ Cackling Canada Goose: Any<br />
Canada goose with a bill length less<br />
than 32 millimeters .<br />
■ Dark Geese: All geese except black<br />
brant, snow <strong>and</strong> Ross’ geese .<br />
■ Eastern <strong>Oregon</strong>: All cos east <strong>of</strong> the<br />
summit <strong>of</strong> the Cascades, including all<br />
<strong>of</strong> Klamath <strong>and</strong> Hood Rvr cos .<br />
■ Forest Grouse: Blue <strong>and</strong> Ruffed Grouse .<br />
■ <strong>Game</strong> <strong>Bird</strong>s: Any waterfowl, snipe,<br />
b<strong>and</strong>-tailed pigeon, mourning dove,<br />
pheasant, quail, partridge, grouse, or<br />
wild turkey .<br />
■ Migratory <strong>Game</strong> <strong>Bird</strong>s: Ducks,<br />
mergansers, geese, coots, snipe,<br />
mourning dove, <strong>and</strong> b<strong>and</strong>-tailed pigeon .<br />
■ Sea Ducks: Harlequin, scoters, longtailed<br />
<strong>and</strong> eider ducks .<br />
■ Upl<strong>and</strong> <strong>Game</strong> <strong>Bird</strong>s: Pheasant, Quail,<br />
Partridge, Grouse, <strong>and</strong> Turkey .<br />
■ Waterfowl: Ducks, mergansers, geese<br />
<strong>and</strong> coots .<br />
■ Western <strong>Oregon</strong>: All cos west <strong>of</strong><br />
the summit <strong>of</strong> the Cascades, except<br />
Klamath <strong>and</strong> Hood Rvr cos .<br />
■ White Geese: Snow <strong>and</strong> Ross’ geese .<br />
PROTECTED BIRDS<br />
All birds except starling, house sparrow,<br />
Eurasian collared doves, <strong>and</strong> rock pigeon<br />
are protected by federal <strong>and</strong>/or state<br />
laws . Federal regulations provide that<br />
no permit is needed to control crows,<br />
blackbirds, cowbirds <strong>and</strong> magpies when<br />
found committing or about to commit<br />
depredations upon ornamental or shade<br />
trees, agricultural crops, livestock,<br />
wildlife, or when concentrated in such<br />
numbers <strong>and</strong> manner as to constitute<br />
a health hazard or other nuisance .<br />
Federal regulations allowing such control,<br />
however, are complex <strong>and</strong> restrictive .<br />

gENEral HUNTiNg rEgUlaTiONS<br />
For a complete copy <strong>of</strong> all state laws <strong>and</strong> federal regulations consult <strong>Oregon</strong> Administrative Rules,<br />
the <strong>Oregon</strong> <strong>Wildlife</strong> Code <strong>and</strong> Federal Migratory <strong>Bird</strong> Hunting <strong>Regulations</strong>.<br />
HUNTER ORANGE<br />
No person younger than 18 years <strong>of</strong> age<br />
shall hunt with any firearm for any game<br />
mammal or upl<strong>and</strong> game bird (excluding<br />
turkey) unless the person is wearing in a<br />
manner visible from all directions a hat or<br />
exterior garment <strong>of</strong> fluorescent orange .<br />
"Exterior garment" means a shirt, jacket,<br />
coat, vest, or sweater . Fluorescent orange<br />
camouflage patterns are acceptable . "Hat"<br />
means any head covering .<br />
DECOYS AND CALLS<br />
No person shall:<br />
■ Hunt game birds or crows by the use<br />
or aid <strong>of</strong> any live birds for decoys .<br />
■ Hunt game birds (except for crows)<br />
by the use <strong>of</strong> records or tapes <strong>of</strong> bird<br />
calls or sounds, or electrically amplified<br />
imitations <strong>of</strong> bird calls or sounds .<br />
■ Hunt game birds with the use <strong>of</strong><br />
decoys powered by motor, battery, or<br />
other self powered methods . Quiver<br />
magnets are also illegal . Decoys with<br />
parts that are moved solely by human<br />
actions (for example, via a cable or<br />
pull-string) or the wind are allowed .<br />
FIREARMS/SHOT RESTRICTIONS<br />
Shotgun - a smooth bore firearm,<br />
designed for firing birdshot <strong>and</strong> intended<br />
to be fired from the shoulder, with a barrel<br />
length <strong>of</strong> 18 inches or more, with an<br />
overall length <strong>of</strong> 26 inches or more .<br />
One may hunt game birds or crows:<br />
■ With shotguns no larger than 10 gauge .<br />
■ With recurve, long <strong>and</strong> compound<br />
bows; hawk or falcon .<br />
It is prohibited to hunt game birds or crows:<br />
■ With rifles or h<strong>and</strong>guns . EXCEPTION:<br />
Forest grouse can be hunted with any<br />
rimfire firearm .<br />
<strong>Oregon</strong> <strong>Department</strong> <strong>of</strong> <strong>Fish</strong> <strong>and</strong> <strong>Wildlife</strong><br />
■ With a shotgun that can hold more<br />
than three shells .<br />
■ With any shot larger than BB except for<br />
steel shot no larger than F . Exception:<br />
No shot larger than No . 2 or smaller<br />
than No . 6 may be used for wild turkey .<br />
Tracer shells may not be used to hunt<br />
game birds .<br />
Toxic shot restrictions are listed where<br />
appropriate under federal refuges, state<br />
refuges, state WAs <strong>and</strong> regulated hunt<br />
areas . In addition, the possession <strong>and</strong><br />
use <strong>of</strong> shot other than federally-approved<br />
nontoxic shot is always prohibited while<br />
hunting waterfowl <strong>and</strong> snipe .<br />

SHOOTING HOURS<br />
Between Sept . 1 <strong>and</strong> Mar . 10, all game<br />
birds must be hunted during times<br />
specified in the shooting hours table on<br />
page 13, except as noted .<br />
TRESPASS<br />
No person shall:<br />
■ Hunt on the enclosed or cultivated<br />
l<strong>and</strong> <strong>of</strong> another without permission .<br />
Enclosed l<strong>and</strong> may be indicated by<br />
fence, ditch, rd, hedge, railroad right<strong>of</strong>-way,<br />
or any distinctive boundary .<br />
■ Hunt on private property without prior<br />
approval from the l<strong>and</strong>owner .<br />
BOATS AND MOTOR VEHICLES<br />
No person shall:<br />
■ Hunt or shoot game birds from a motor<br />
driven l<strong>and</strong> conveyance or aircraft <strong>of</strong><br />
any kind .<br />
■ Hunt or shoot game birds with use <strong>of</strong> a<br />
sink box or any other type <strong>of</strong> low floating<br />
device having a depression affording the<br />
hunter a means <strong>of</strong> concealment beneath<br />
the surface <strong>of</strong> the water .<br />
