YOUTH WATERFOWL HUNTS<br />
General Requirements: Hunters may take<br />
ducks (including scaup), mergansers,<br />
coots <strong>and</strong> geese at the established bag<br />
limits (see page 16 <strong>and</strong> reminder below) .<br />
All hunters must be accompanied by an<br />
adult, 21 years <strong>of</strong> age or older, who may<br />
not hunt . On ODFW managed l<strong>and</strong>s,<br />
shooting glasses (eye protection) must<br />
be worn by all participants, including<br />
adults . No one over the age restrictions<br />
indicated below may apply with a youth<br />
in a party application . Each hunter must<br />
have in possession:<br />
■A Hunter Education Certificate (or a<br />
department issued document (ex .<br />
hunting license) which includes their<br />
Hunter Education Certificate Number .<br />
■Permit for the hunt area .<br />
■Hunters must have a valid hunting<br />
license with HIP validation in<br />
possession .<br />
■Hunters 14 years <strong>of</strong> age or older must<br />
have a state waterfowl validation in<br />
possession .<br />
■Hunters 16 years <strong>of</strong> age or older must<br />
have a valid federal waterfowl stamp<br />
in possession .<br />
Please Note: There are age requirement<br />
differences between some <strong>of</strong> the<br />
youth waterfowl hunts . The statewide<br />
youth waterfowl hunt is a special hunt<br />
authorized under federal guidelines .<br />
However, federal criteria only allows<br />
hunters 15 years <strong>of</strong> age <strong>and</strong> younger<br />
to participate . See specific hunter age<br />
requirements <strong>and</strong> dates in each <strong>of</strong> the<br />
hunt areas above .<br />
STATEWIDE SEASON<br />
■ Sept . 22-23 . Open only to hunters 15<br />
years <strong>of</strong> age <strong>and</strong> younger . Reminder:<br />
All goose hunting is closed in Clatsop,<br />
Tillamook, Lane, Benton, Linn,<br />
Polk, Marion, Yamhill, Clackamas,<br />
Washington, Multnomah <strong>and</strong> Columbia<br />
cos . In Lake Co only, no more than<br />
one white fronted goose daily or two<br />
in possession are allowed . Some<br />
public l<strong>and</strong>s are not open for hunting<br />
during this season, please check with<br />
the appropriate management agency<br />
for allowance <strong>of</strong> youth hunting . All<br />
ODFW <strong>Wildlife</strong> areas allow youth<br />
hunting. (Note: only the Westside Unit<br />
<strong>of</strong> Sauvie Isl<strong>and</strong> WA is open).<br />
ADDITIONAL WILDLIFE AREA /<br />
REFUGE SEASONS<br />
■ Fern Ridge WA (East <strong>and</strong> West Coyote<br />
Units only): Nov . 24 <strong>and</strong> Dec . 26 .<br />
Open to hunters 17 years <strong>of</strong> age <strong>and</strong><br />
younger .<br />
■ Klamath WA: Oct . 21 . Open to hunters<br />
17 years <strong>of</strong> age <strong>and</strong> younger .<br />

NOTE: These hunts are for properly licensed youth <strong>and</strong> do not qualify under the Mentored Youth Hunter Program .<br />
■ Sauvie Isl<strong>and</strong> WA: Oct . 28, Nov . 17,<br />
Dec . 9 <strong>and</strong> 26, 2012, <strong>and</strong> Jan . 13,<br />
2013 . Open to hunters 17 years <strong>of</strong> age<br />
<strong>and</strong> younger . Mentored Youth Hunters<br />
allowed after 12:00 p .m .<br />
■ Umatilla NWR: Nov . 10 . Open to<br />
hunters 10 to 17 years <strong>of</strong> age .<br />
SPECIFIC REGULATIONS/APPLICATION:<br />
■ Fern Ridge WA: The East <strong>and</strong> West<br />
Coyote units are open to youth<br />
hunters only <strong>and</strong> are closed to all<br />
goose hunting . Hunters must apply<br />
for a hunt (see page 37 for application<br />
procedures) . Successful applicants<br />
must purchase their reservation permit<br />
before arriving at the WA . Note: The<br />
remainder <strong>of</strong> the WA is open to all<br />
hunters according to unit regulations .<br />
■ Klamath WA: The Miller Isl<strong>and</strong> Unit<br />
(subunits A <strong>and</strong> B) will be open to<br />
youth hunters only . Hunters must apply<br />
for a hunt (see page 37 for application<br />
procedures) . Successful applicants<br />
must purchase their reservation<br />
permit before arriving at the WA .<br />
■ Sauvie Isl<strong>and</strong> WA: The Mudhen, Hunt<br />
<strong>and</strong> Racetrack units will be open on<br />
the youth hunt dates during general<br />
waterfowl season . These units are<br />
closed to all goose hunting . Youth<br />
hunting only until noon <strong>and</strong> then adults<br />
accompanied by youth may hunt .<br />
Hunters may apply for hunts (see<br />
page 37 for application procedures) .<br />
Hunters with reservations will have<br />
first opportunities at selecting hunting<br />
blinds . Successful applicants must<br />
purchase their reservation permit<br />
before arriving at the WA . Exception:<br />
On Sept . 22-23, the entire Westside<br />
Unit only is open to youth hunters<br />
15 years old or younger . A hunt<br />
reservation is not required . This youth<br />
hunt will be conducted in the same<br />
manner as the Westside Units during<br />
general waterfowl season . All vehicles<br />
parking on the WA are required to<br />
display a current WA parking permit .<br />
■ Umatilla NWR: To apply for the<br />
Youth Hunt Day (Nov . 10), ONLINE<br />
applications on the McCormack Unit<br />
are available at www .fws .gov/umatilla .<br />
Multiple entries for the same applicant<br />
will not be accepted . Youths must be<br />
10-17 years old to participate in this<br />
hunt, must have a hunter safety card,<br />
<strong>and</strong> must be accompanied by an adult<br />
companion at least 18 years old (two<br />
companions per youth hunter will be<br />
allowed) . For additional supervision, if<br />
there are two youth hunters per blind,<br />
an additional adult will be allowed, for<br />
a maximum <strong>of</strong> two youths <strong>and</strong> two<br />
adult mentors . Because the purpose<br />
<strong>of</strong> the Youth Hunt Day is to provide<br />
<strong>Oregon</strong> <strong>Department</strong> <strong>of</strong> <strong>Fish</strong> <strong>and</strong> <strong>Wildlife</strong><br />
young hunters the opportunity to<br />
receive guidance from experienced<br />
hunters, adults are not allowed to hunt .<br />
Reservation <strong>and</strong> blind fees are waived<br />
for the Youth Hunt Day . Applications for<br />
the Youth Hunt Day will be accepted<br />
through Sept . 14 . For more information<br />

YOUTH WATERFOWL CLINIC<br />
This two day clinic will be held near Baker<br />
City on September 22-23 . The morning<br />
<strong>of</strong> the Saturday, September 22nd, will<br />
consist <strong>of</strong> a waterfowl clinic where hunters<br />
will learn the basics <strong>of</strong> waterfowl hunting<br />
<strong>and</strong> waterfowl identification . Hunting from<br />
a blind will occur the afternoon <strong>of</strong> the 22nd<br />
<strong>and</strong> the morning <strong>of</strong> the 23rd . This clinic<br />
is open to hunters age 15 <strong>and</strong> younger<br />
who have completed a hunter education<br />
class <strong>and</strong> is limited to 20 youth hunters .<br />
All license requirements <strong>and</strong> season<br />
regulations apply . An adult 21 years<br />
old must accompany a youth hunter .<br />
Registration must occur on or before<br />
September 14th . For more information<br />

YOUTH UPLAND BIRD HUNTS<br />
THESE HUNTS ARE ONLY<br />
POSSIBLE WITH COOPERATION<br />
OF MANY SPORTS AND<br />
CONSERVATION GROUPS .<br />
SEASON DATES:<br />
■ Sept . 8-9: Fern Ridge, Klamath<br />
WAs, Baker City, Mid-Columbia, <strong>and</strong><br />
Ontario .<br />
■ Sept . 15-16: Denman, E .E . Wilson,<br />
Ladd Marsh, <strong>and</strong> Sauvie Isl<strong>and</strong> WAs,<br />
John Day, <strong>and</strong> Willow Cr .<br />
■ Sept . 22-23: E .E . Wilson <strong>and</strong> Irrigon<br />
WA's<br />
BAG LIMIT: Hunters may take rooster<br />
pheasants, quail <strong>and</strong> doves according<br />
to statewide bag limits unless otherwise<br />
indicated under specific area regulations .<br />
Pheasants purchased with stamp revenue<br />
will be stocked .<br />
ELIGIBILITY: Hunters age 17 years<br />
<strong>and</strong> younger are eligible to participate . In<br />
these hunts an adult 21 years or older,<br />
who may not hunt, must accompany not<br />
more than one youth hunter . All participants<br />
must attend a safety briefing .<br />
REQUIREMENTS: Each hunter must<br />
have in possession a Hunter Education<br />
Certificate, HIP validation, permit for<br />
the area hunted <strong>and</strong> in addition, if 14<br />
years or older, a valid hunting license<br />
with an upl<strong>and</strong> game bird validation . A<br />
blaze orange hat, shooting glasses (eye<br />
protection) <strong>and</strong> vest must be worn by all<br />
participants, including adults .<br />
