private l<strong>and</strong> through the three access programs described<br />
below .<br />

Please remember that hunting on private l<strong>and</strong>s is a privilege,<br />
not a right . Private l<strong>and</strong> hunting opportunities will remain in<br />
the future only if the property <strong>and</strong> rights <strong>of</strong> private l<strong>and</strong>owners<br />
are respected .<br />
In 1993, the <strong>Oregon</strong> Legislature created the Access <strong>and</strong> Habitat<br />
(A&H) Program to improve public hunting access <strong>and</strong> wildlife<br />
habitat on private l<strong>and</strong>s in <strong>Oregon</strong> . The basic mission <strong>of</strong> the<br />
A&H Program is to foster partnerships between l<strong>and</strong>owners<br />
<strong>and</strong> hunters while recognizing <strong>and</strong> encouraging the important<br />
benefits they provide to the state’s fish <strong>and</strong> wildlife resources .<br />
The A&H Program provides grants to private l<strong>and</strong>owners, timber<br />
<strong>and</strong> agriculture corporations, sports groups, natural resource<br />
agencies, <strong>and</strong> others for projects designed to improve wildlife<br />
habitat <strong>and</strong>/or increase public hunting access to private l<strong>and</strong>s .<br />
Since the program’s inception, A&H has provided hunting access<br />
to over eight million acres <strong>of</strong> private l<strong>and</strong> <strong>and</strong> has improved over<br />
one million acres <strong>of</strong> wildlife habitat in <strong>Oregon</strong> . The legislature<br />
has authorized the A&H program through 2019 .<br />
Upl<strong>and</strong> Cooperative Access Program – UCAP is an incentive-based<br />
program designed to provide quality public hunting<br />
opportunities for upl<strong>and</strong> game birds on private l<strong>and</strong>s in Wasco,<br />
Sherman, Gilliam <strong>and</strong> Morrow counties in the Columbia Basin .<br />
The UCAP program is flexible to meet individual l<strong>and</strong>owner<br />
needs . Most l<strong>and</strong>owners (83%) provide "Hunting by Permission"<br />
while others (17%) opt for "Welcome to Hunt ." It is unlawful to<br />
hunt or enter any posted area without written permission unless<br />
the area is posted as "Welcome to Hunt ."<br />
Hunters must take the initiative to locate UCAP properties . The<br />
ODFW contacts listed on this page will provide general directions<br />
<strong>and</strong>/or a general map <strong>of</strong> UCAP properties . However, the hunter<br />
is responsible for contacting the l<strong>and</strong>owner to schedule a hunt on<br />
"Hunting by Permission" properties . The extra effort ensures l<strong>and</strong>owners<br />
that only responsible hunters are guests on their l<strong>and</strong> .<br />
This Program Involves Trust . ODFW trusts l<strong>and</strong>owners to<br />
provide a reasonable amount <strong>of</strong> public access . L<strong>and</strong>owners trust<br />
aCCESS aND HabiTaT prOgram<br />
The A&H Program was recently awarded a $1 .6 million grant<br />
from the USDA’s Farm Service Agency that will support two new<br />
hunting access programs beginning this season . Collectively<br />
referred to as <strong>Oregon</strong> Open Fields, these programs exp<strong>and</strong><br />
upl<strong>and</strong> hunting access in the Columbia Basin <strong>and</strong> provide public<br />
goose hunting opportunities in the Willamette Valley . Please visit<br />

rEgUlaTED HUNT arEaS iN THE COlUmbia baSiN<br />
The Regulated Hunt Area (RHA) is a cooperative program between<br />
ODFW <strong>and</strong> l<strong>and</strong>owners to allow regulated hunting on private l<strong>and</strong>s .<br />
Heppner RHA – This RHA provides access for big game <strong>and</strong><br />
upl<strong>and</strong> bird hunting opportunities . Open fires <strong>and</strong> camping<br />
prohibited in posted areas . Closed to motor vehicle use year-round<br />
unless posted otherwise . Approximately 63 sq mi in T2, 3, <strong>and</strong> 5S<br />
<strong>and</strong> R25, 26, 27, <strong>and</strong> 28E .<br />
The Columbia Rvr <strong>and</strong> Port <strong>of</strong> Morrow RHA near Boardman in<br />
Morrow Co provide opportunities for public access <strong>and</strong> hunting for<br />
upl<strong>and</strong> game birds <strong>and</strong> waterfowl . These areas are also subject to<br />
year-round rd closures . The following are prohibited:<br />
■ Driving or being transported on other than open rds shown on<br />
the RHA map .<br />
■ Hunting, entering, or shooting across closed areas <strong>and</strong><br />
safety zones .<br />
■ Camping (use between 10 p .m . <strong>and</strong> 4 a .m .) .<br />
■ Discharging rifles, h<strong>and</strong>guns, or shotguns with slugs, except<br />
by specific ODFW authorization .<br />
■ Placing waterfowl hunting sites closer than 200 yards apart .<br />
■ Leaving decoys set out overnight<br />
(10 p .m . to 4 a .m .) .<br />
■ Digging pit blinds<br />
aCCESS arEa prOgramS<br />
Because <strong>of</strong> l<strong>and</strong>owner concerns for safety <strong>and</strong> maintenance <strong>of</strong><br />
agricultural operations, some areas may be temporarily closed .<br />
Hunter numbers will be limited if crowding occurs .<br />
Columbia Rvr RHA – No entry permit required <strong>and</strong> open seven<br />
days-a-week . Hunt area boundary: Beginning at the eastern city<br />
limits <strong>of</strong> Arlington; east on I-84 to Threemile Canyon (mi post<br />
151); north to the north side <strong>of</strong> the Union Pacific Railroad right<strong>of</strong>-way;<br />
east on the railroad right-<strong>of</strong>-way to the boundary <strong>of</strong> the<br />
Umatilla NWR Boardman Unit; north to the <strong>Oregon</strong>/Washington<br />
state line; west on the <strong>Oregon</strong>/Washington state line to a point<br />
due north <strong>of</strong> the eastern city limits <strong>of</strong> Arlington; due south to the<br />
point <strong>of</strong> beginning .<br />
Area is open only for game bird <strong>and</strong> rabbit hunting . It is unlawful<br />
to use or possess shot other than federally-approved nontoxic<br />
shot for all game bird hunting . Camping is allowed only at Quesnel<br />
Park (Threemile Canyon, mi post 151) within the posted safety<br />
zone; not to exceed 7 days in any consecutive 14-day period .<br />
Port <strong>of</strong> Morrow RHA – Maps available at RHA entrance located<br />
by traveling north on Laurel Rd from exit 165 <strong>of</strong>f I-84, 0 .5 mi east<br />
on Columbia Ave <strong>and</strong> 0 .3 mi southeast on Rippee Rd .<br />
No entry permit required <strong>and</strong> open 7 days per week Oct . 6 – Jan .<br />
27 . Area is open only for game bird hunting . It is unlawful to use<br />
or possess shot other than federally-approved nontoxic shot .<br />
UplaND COOpEraTivE aCCESS prOgram<br />
hunters to remember they are guests on the l<strong>and</strong>, follow the written<br />
restrictions, <strong>and</strong> abide by the spirit <strong>of</strong> respect <strong>and</strong> cooperation<br />
required to make this program successful .<br />
<strong>Regulations</strong> for UCAP . It is unlawful to:<br />
■ Use a motorized vehicle on fields, trails <strong>and</strong> posted roads .<br />
■ Hunt any posted safety zone or enter any “NO PUBLIC<br />
ACCESS” area .<br />
■ Build or use open fires without l<strong>and</strong>owner permission .<br />
■ Use rifles, h<strong>and</strong>guns or shotguns with slugs on any hunt<br />
area unless specific authorization has been given by the<br />
l<strong>and</strong>owner .<br />
