PART TWO : PREPARATION FOR THE GAMES<br />
2.2 Creation of <strong>the</strong> Olympic Agencies<br />
The following agencies were created specifically to facilitate <strong>the</strong> Sydney <strong>2000</strong> Olympic <strong>and</strong><br />
Paralympic Games:<br />
• Sydney Organising Committee for <strong>the</strong> Olympic Games (SOCOG)<br />
• Sydney Paralympic Organising Committee (SPOC)<br />
• Olympic Co-ordination Authority (OCA)<br />
• Olympic Roads <strong>and</strong> Transport Authority (ORTA)<br />
• Olympic Security Comm<strong>and</strong> Centre (OSCC)<br />
Sydney Organising Committee for <strong>the</strong> Olympic Games (SOCOG)<br />
With <strong>the</strong> announcement of Sydney as <strong>the</strong> Olympic Host City in September 1993, organisational<br />
arrangements were restructured. The Sydney Olympics <strong>2000</strong> Bid Limited (SOBL) was closed <strong>and</strong> a Unit,<br />
<strong>the</strong> Office of Olympic Co-ordination, was formed within <strong>the</strong> Premier's Department to prepare <strong>the</strong> legislation<br />
to establish SOCOG <strong>and</strong> co-ordinate o<strong>the</strong>r Olympic activity within Government.<br />
Under <strong>the</strong> Host City Contract, an Organising Committee for <strong>the</strong> Olympic Games (OCOG) was required to<br />
be established within eight months of signing <strong>the</strong> Contract.<br />
The Sydney Organising Committee for <strong>the</strong> Olympic Games (SOCOG) Act, 1993 was passed by <strong>the</strong> NSW<br />
Parliament <strong>and</strong> shortly after SOCOG began operations with staff drawn variously from <strong>the</strong> SOBL,<br />
Government agencies <strong>and</strong> <strong>the</strong> sporting <strong>and</strong> business sectors.<br />
SOCOG's role was to fulfil <strong>the</strong> obligations of <strong>the</strong> Host City Contract with <strong>the</strong> International Olympic<br />
Committee (IOC) with its principal responsibilities being:<br />
• The sports program, including preparing <strong>and</strong> operating all venues <strong>and</strong> facilities, including village<br />
accommodation, for <strong>the</strong> Games.<br />
• Organising <strong>the</strong> cultural program.<br />
• Establishing a marketing program in consultation with <strong>the</strong> IOC <strong>and</strong> <strong>the</strong> <strong>Australian</strong> Olympic<br />
Committee (AOC).<br />
• Arranging <strong>and</strong> making available host broadcaster, television <strong>and</strong> radio facilities <strong>and</strong> o<strong>the</strong>r<br />
information services.<br />
In terms of program areas, this meant in essence that SOCOG was responsible for <strong>the</strong> areas of sport<br />
competition, <strong>the</strong> Athletes Village, ticketing, sponsor servicing, technology, ceremonies, licensed products,<br />
press operations, protocol, <strong>the</strong> torch relay, arts festivals <strong>and</strong> Olympic broadcasting via <strong>the</strong> Sydney Olympic<br />
Broadcasting Organisation (SOBO).<br />
The Act provided for SOCOG to be governed by a Board of 15 directors. In accordance with <strong>the</strong><br />
requirements of <strong>the</strong> IOC, <strong>the</strong> board automatically included <strong>the</strong> two IOC members resident in Australia, <strong>the</strong><br />
President <strong>and</strong> Secretary-General of <strong>the</strong> AOC <strong>and</strong> <strong>the</strong> Lord Mayor of <strong>the</strong> City of Sydney. Additional<br />
directors were specified as follows:<br />
• Two persons representing <strong>the</strong> Premier of New South Wales.<br />
• Two nominees of <strong>the</strong> Prime Minister of Australia.<br />
• The President of <strong>the</strong> Board, as appointed by <strong>the</strong> NSW Government in consultation with <strong>the</strong> President<br />
of <strong>the</strong> AOC.<br />
• The Chief Executive Officer of SOCOG, (appointed by <strong>the</strong> Board of Directors with <strong>the</strong> consent of <strong>the</strong><br />
Premier of NSW).<br />
• Four persons with <strong>the</strong> appropriate expertise <strong>and</strong> experience to represent community, sporting,<br />
business <strong>and</strong> commercial interests.
