EXECUTIVE SUMMARY<br />
The financial contribution made by <strong>the</strong> NSW Government to both <strong>the</strong> Sydney <strong>2000</strong> Olympic <strong>and</strong><br />
Paralympic Games encompasses many agencies. Their achievements <strong>and</strong> <strong>the</strong> costs associated with <strong>the</strong>ir<br />
various activities are detailed in this report.<br />
The NSW Government underwrote <strong>the</strong> Games, <strong>and</strong> <strong>the</strong> financial contribution by <strong>the</strong> Government, as<br />
reflected in this report, is estimated at $1,326.1 million. This represents <strong>the</strong> marginal cost or budget impact<br />
of hosting <strong>the</strong> Games.<br />
Key components of <strong>the</strong> financial contribution by NSW Government include:<br />
• $1,185.7 million in relation to construction <strong>and</strong> capital works.<br />
• $793.4 million in relation to running <strong>the</strong> event.<br />
• $653.0 million additional tax revenue to <strong>the</strong> Government.<br />
These figures include allowances for:<br />
• $80.2 million returned to Government by <strong>the</strong> Sydney Organising Committee for <strong>the</strong> Olympic Games<br />
(SOCOG) from <strong>the</strong> Government’s contingency funding of $140 million.<br />
• $15.4 million returned from <strong>the</strong> Sydney Paralympic Organising Committee (SPOC) from <strong>the</strong> NSW<br />
Government grant of $35 million.<br />
Sydney was announced as <strong>the</strong> Olympic Host City for <strong>the</strong> Games of <strong>the</strong> XXVII Olympiad on 23 September<br />
1993. This followed a determined <strong>and</strong> comprehensive effort by <strong>the</strong> NSW Government <strong>and</strong> <strong>the</strong> <strong>Australian</strong><br />
Olympic Committee over a number of years to gain endorsement.<br />
Following <strong>the</strong> announcement, SOCOG was established by <strong>the</strong> NSW Government with responsibilities<br />
including <strong>the</strong> areas of sport competition, <strong>the</strong> Athletes Village, ticketing, sponsor servicing, technology,<br />
ceremonies, licensed products, <strong>the</strong> torch relay, arts festivals <strong>and</strong> Olympic broadcasting.<br />
In 1995, <strong>the</strong> Government established SPOC as a company limited by guarantee for <strong>the</strong> purposes of<br />
organising <strong>the</strong> Sydney <strong>2000</strong> Paralympic Games. The functions of SPOC were similar to those of SOCOG<br />
<strong>and</strong> while <strong>the</strong>y remained separate <strong>and</strong> unique identities, economies of scale <strong>and</strong> efficiencies in operation<br />
were achieved by combining many of <strong>the</strong>ir operational methods <strong>and</strong> personnel.<br />
The Government also created <strong>the</strong> Olympic Co-ordination Authority (OCA), merging <strong>the</strong> Olympic activities<br />
that had previously been divided amongst five departments. OCA became <strong>the</strong> key agency to carry forward<br />
all tasks on behalf of <strong>the</strong> NSW Government for <strong>the</strong> planning, co-ordination <strong>and</strong> preparations for <strong>the</strong> <strong>2000</strong><br />
Games, <strong>and</strong> was required to deliver venues <strong>and</strong> facilities for use during <strong>the</strong> Games. In particular, OCA<br />
was required to co-ordinate all aspects of <strong>the</strong> NSW Government’s involvement in Games programs <strong>and</strong><br />
service provision.<br />
This included co-ordinating <strong>and</strong> reporting on <strong>the</strong> expenditures <strong>and</strong> Olympic initiatives of all government<br />
agencies <strong>and</strong> <strong>the</strong> management of <strong>the</strong> Government’s relationship with SOCOG <strong>and</strong> SPOC.<br />
Special arrangements were adopted by <strong>the</strong> many government agencies involved in Games activities.<br />
Many of those arrangements, <strong>the</strong> services provided <strong>and</strong> <strong>the</strong> benefits accrued, are reflected in this report.<br />
Of particular note are those agencies funded specifically for <strong>the</strong> purpose of providing additional services.
