4.6 O<strong>the</strong>r Services<br />
O<strong>the</strong>r NSW Government agencies provided various key support services <strong>and</strong> facilities during <strong>the</strong> Olympic<br />
<strong>and</strong> Paralympic Games. The total cost of <strong>the</strong>se agencies was $23.4 million. This includes <strong>the</strong> following<br />
agencies as well as o<strong>the</strong>rs with little or no marginal cost impact from <strong>the</strong> Games:<br />
1. NSW Fire Brigades<br />
2. Department of Sport <strong>and</strong> Recreation<br />
3. National Parks <strong>and</strong> Wildlife Service<br />
4. Royal Botanic Gardens<br />
5. State Emergency Services<br />
6. Premier's Department<br />
1. NSW Fire Brigades<br />
The NSW Fire Brigades (NSWFB) provided fire <strong>and</strong> emergency protection to athletes, officials, spectators<br />
<strong>and</strong> <strong>the</strong> Olympic Family during <strong>the</strong> Olympic <strong>and</strong> Paralympic Games. The cost of NSW Fire Brigades<br />
services during <strong>the</strong> Games was $3.4 million (comprised of $3.1 million operating expenditure <strong>and</strong> $0.3<br />
million supporting infrastructure).<br />
The NSWFB's “Fire Crew <strong>2000</strong>”, comprising 40 Station Officers <strong>and</strong> 120 fire fighters, were stationed within<br />
venues. Over 80% of <strong>the</strong> NSWFB’s Olympic Budget related to wages as increased service dem<strong>and</strong>s were<br />
met by personnel working overtime.<br />
NSWFB delivered <strong>the</strong> following services <strong>and</strong> achievements during <strong>the</strong> Games:<br />
• Preparation <strong>and</strong> Capability<br />
• Venue Protection<br />
• Chemical, Biological <strong>and</strong> Radiological (CBR) Response<br />
• Games-time Results<br />
• Legacy<br />
Preparation <strong>and</strong> Capability<br />
In 1995 NSWFB established an Olympic Co-ordinating Committee to allocate responsibility for Games<br />
planning <strong>and</strong> preparation to line managers. This Committee continued until <strong>the</strong> establishment of a<br />
dedicated Olympic Planning Office in 1998.<br />
NSWFB worked in conjunction with OCA, SOCOG, NSW Police <strong>and</strong> o<strong>the</strong>r agencies to provide <strong>the</strong> highest<br />
level of emergency service during <strong>the</strong> Games.<br />
NSWFB conducted a comprehensive risk assessment process to support its preparation for <strong>the</strong> Games,<br />
<strong>and</strong> adopted necessary risk reduction strategies. NSWFB's Games capability comprised:<br />
• Venue Fire Crews.<br />
• External response capability from existing fire stations, providing support to venues crews.<br />
• Urban Search <strong>and</strong> Rescue response capability.<br />
• Chemical, Biological <strong>and</strong> Radiological Response (CBR) capability.<br />
• A Reconnaissance team was available on a 24 hour basis from 15 September to 4 October to provide<br />
specialist comm<strong>and</strong> support to ground crews in <strong>the</strong> event of structural collapse or CBR incidents.<br />
• NSWFB established a Brigades' Olympic <strong>and</strong> Paralympic Co-ordination Centre to manage <strong>the</strong> day to<br />
day co-ordination of staffing <strong>and</strong> logistical requirements for <strong>the</strong> Olympic <strong>and</strong> Paralympic venues.<br />
• Brigades Liaison Officers were strategically positioned in external co-ordination centres during <strong>the</strong><br />
Olympic <strong>and</strong> Paralympic periods to ensure effective communication <strong>and</strong> co-ordination between<br />
agencies <strong>and</strong> to arrange access to Games venues <strong>and</strong> restricted areas when required.<br />
