4.1 The Olympic Co-ordination Authority<br />

The Olympic Co-ordination Authority (OCA) was established in 1995 with <strong>the</strong> primary objective of<br />

delivering sporting facilities for use during <strong>the</strong> Olympic <strong>and</strong> Paralympic Games that also met <strong>the</strong> long-term<br />

social, cultural <strong>and</strong> sporting requirements of <strong>the</strong> people of New South Wales. OCA was responsible for <strong>the</strong><br />

orderly <strong>and</strong> economic planning, urban development <strong>and</strong> management of <strong>the</strong> Homebush Bay precinct<br />

including Sydney Olympic Park.<br />

OCA managed <strong>the</strong> $3 billion Games construction program, to which <strong>the</strong> NSW Government contributed<br />

$1.2 billion.<br />

In addition, OCA had extensive planning, co-ordination <strong>and</strong> operational responsibilities. This included<br />

Sydney Olympic Park <strong>and</strong> <strong>the</strong> Urban Domain, <strong>the</strong> administration of agreements between <strong>the</strong> NSW<br />

Government, SOCOG <strong>and</strong> <strong>the</strong> SPOC <strong>and</strong> oversight of all aspects of <strong>the</strong> NSW Government Games role.<br />

The cost of OCA's planning, co-ordination <strong>and</strong> operational services was $349 million. Refer Part One:<br />

Financial Contribution by NSW Government, Financial Statement Note 9 for a breakdown of this amount.<br />

The following initiatives represent key OCA services <strong>and</strong> achievements delivered during <strong>the</strong> Games:<br />

• Development <strong>and</strong> Construction<br />

• Venue Procurement<br />

• Urban Domain<br />

• Media <strong>and</strong> Community Relations<br />

• Planning <strong>and</strong> Government Co-ordination<br />

• Site Operations <strong>and</strong> Games Support<br />

• Environmental Initiatives<br />

• Legacy<br />

Development <strong>and</strong> Construction<br />

The $3 billion Games construction program was managed by OCA <strong>and</strong> funded by a number of sources.<br />

These funding sources include <strong>the</strong> private sector $1.1 billion, Commonwealth Government grants $150<br />

million, contributions from SOCOG $361.3 million, contributions from local governments $42.2 million <strong>and</strong><br />

proceeds from <strong>the</strong> sale of surplus properties <strong>and</strong> OCA investment income $179 million. The $1.2 billion<br />

balance was funded by NSW Government appropriations.<br />

OCA was responsible for <strong>the</strong> construction of permanent <strong>and</strong> temporary facilities as well as supporting<br />

infrastructure.<br />

Facilities included Stadium Australia, <strong>the</strong> New South Wales Tennis Centre, <strong>the</strong> Sydney SuperDome, <strong>the</strong><br />

State Hockey Centre, Sydney International Archery Park, <strong>the</strong> Dunc Gray Velodrome, <strong>the</strong> Sydney<br />

International Equestrian Centre, <strong>the</strong> Penrith Whitewater Stadium, <strong>the</strong> Sydney International Regatta Centre,<br />

<strong>the</strong> Blacktown Olympic Centre, <strong>the</strong> Sydney International Shooting Centre, <strong>the</strong> Ryde Aquatic Centre, <strong>the</strong><br />

Bondi Beach Volleyball Pavilion, <strong>the</strong> Sailing Shore Base at Rushcutters Bay, <strong>the</strong> Olympic Park Railway<br />

Station, <strong>the</strong> Athletes Village, <strong>the</strong> Novotel Hotel <strong>and</strong> Hotel Ibis at Homebush Bay. OCA also managed <strong>the</strong><br />

construction of <strong>the</strong> Sydney Showground, which was used for Games events.<br />

Homebush Bay infrastructure included new road, rail <strong>and</strong> ferry links, water recycling <strong>and</strong> <strong>the</strong> relocation of<br />

power lines underground.<br />

In addition to this construction program, OCA managed <strong>the</strong> delivery of Games overlay on behalf<br />

of SOCOG. The overlay program covered more than 30 competition, 160 non-competition <strong>and</strong> 30<br />

training venues.<br />

This included Olympic overlay works for: The Sydney Aquatic Centre, <strong>the</strong> Homebush Accreditation <strong>and</strong><br />

Arrivals Centre, Darling Harbour (containing venues for six Olympic sports), <strong>the</strong> International Broadcast
