13.6 SWIMMING<br />

BACKGROUND<br />

The Congelin <strong>and</strong> Old Mill dams have historically been used for swimming during the hotter periods<br />

<strong>of</strong> the year. However, as there is no practical way <strong>of</strong> treating the water it is not possible to guarantee<br />

the safety <strong>of</strong> the dams for swimming. The Old Mill Dam also contains a small jetty or platform that<br />

may present legal problems if somebody is injured whilst using this structure.<br />

ISSUES<br />

- There are concerns about:<br />

- water quality, particularly the risk to health from amoebic meningitis;<br />

- the condition <strong>and</strong> safety <strong>of</strong> water access points <strong>and</strong> platforms;<br />

- submerged obstacles within the darns; <strong>and</strong><br />

- the legal liability if somebody is injured whilst swimming.<br />

• Pathogen levels can fluctuate rapidly, rendering periodic monitoring by chemical analysis<br />

ineffective.<br />

• A ban on swimming in the dams in <strong>Dry<strong>and</strong>ra</strong> would be extremely difficult to enforce.<br />

OBJECTIVE<br />

• Minimise potential safety <strong>and</strong> health problems associated with swimming.<br />

STRATEGIES<br />

1. Signpost dams informing the public <strong>of</strong> the potential safety <strong>and</strong> health problems associated with<br />

swimming, <strong>and</strong> discouraging such activities.<br />

2. Maintain a visual monitoring system for blue-green algae. If blue-green algae is apparent,<br />

temporarily close dams to swimming<br />

3. Assess the condition <strong>and</strong> safety <strong>of</strong> water access points in the dams. In conjunction with Lions<br />

<strong>Dry<strong>and</strong>ra</strong> Village (Inc.) maintain, replace or remove facilities as required. Record inspections<br />

<strong>and</strong> management action.<br />

4. Insect the dams regularly for surface obstacles. Record all inspections <strong>and</strong> management<br />

actions.<br />

5. Ensure that any site redevelopment at Congelin or Old Mill dams specifically address the issue<br />

<strong>of</strong> visitor safety, particularly with respect to children.<br />

6. Maintain the fence surrounding the small dam adjacent to the Irabina Study Centre.<br />
