SPECIAL REPORT Summary Where an excavator lifts materials or components with the added assistance of a person for hooking, stabilising or unhooking such, this is deemed to be object handling (using an excavator as a crane). Using excavators as cranes will subject them to additional health and safety legislation – particularly LOLER. This in turn places additional legal duties upon the owners / operators of such excavators. Using excavators as cranes brings additional health and safety risks, the most significant of which can be failure of lifting accessories and failure of the connection between accessories and the machine.
