BLOOMFIELD TOWNSHIP
PLANNING COMMISSION
February 3, 1986
PRESENT: Thompson, Little, Lupin, Smith
ABSENT: Dickson, Low
I (1)
Discussion was held on the revised site plan for Cider Mill Office
Building, NE corner 14 Mile and Franklin Roads, ac. par. C-311-2,
Section 31. Mr. Norman Hyman was present representing the petitioner,
M. Horowitz, stating the various items mentioned in the
Planner's review appear to be minor items that can easily be accommodated.
There were about twenty five people from the area present
in opposition to the construction of an office building on this
property. The adjacent neighbor to the east, The Schlafmann's, was
present expressing concern that the landscaping between their
properties previously worked out be included in any revised landscape
plan. Motion was made by Little and seconded by Smith that
after review of Mr. Leman's Letter on the proposed office building
for the NE corner of 14 Mile and Franklin, ac. par. C-311-2, Section
31, it appears the site plan has only minor problems that would
need correcting, but nothing that is not correctable; however, I
move the site plan be denied on two counts: (1) a wetlands hearing
before the Planning Commission, and (2) a flood plain variance.
Mr. Zeimet representing Trinity Land, Ltd. presented a revised
preliminary plat for Carillon Hills Subdivision, Section 17, based
upon the Planner's review letter. The Commission advised the
property does have drainage problems that must be resolved. The
petitioners have met with the neighbors to work out details covering
their concerns. Mr. Sherwood representing Kirk In The Hills
requested information on the visual impact from their view. The
Commission concurred the plat conforms to Ordinance with respect to
the layout and lot size. Motion was made by Smith, seconded by
Little and was unanimously supported to forward the preliminary plat
for Carillon Hills Subdivision, Section 17, to the Township Board
with recommendation for approval.
Site plan for a two-story office addition to the existing building
on the SW corner of Maple and Lahser, Lot 12 and pt. of Lot 8, W. C.
Scott's Maple-Lasher Subdivision, Section 33, was discussed. The
neighboring property owners were present in opposition inquiring
about what recourse they might have to prevent the expansion of this
office use. The previous litigation on this office was reviewed for
the benefit of the neighbors who were unaware of the details. Some
neighbors felt that if the office is enlarged the parking would be
better located on the east side of the building so that the
infringement of business activity on their subdivision would be
minimized. The Commission advised the petitioners the plan which
was part of the court decree must be adhered to unless the Township
Board approves of a change mutually agreeable to both parties. Also
that details on sewer must be addressed. Motion was made by Lupin,
seconded by Smith and was unanimously supported that the site plan
for a two-story office addition to the existing building on Lot 12
and part of Lot 8, W. C. Scott's Maple-Lasher Subdivision, Section
33, be tabled for discussion with the Township Administration and
forwarded to the Township Board.
