BLOOMFIELD TOWNSHIP PLANNING COMMISSION November 18, 1985 PRESENT: Thompson, Low, Little, Dickson, Smith ABSENT: Lupin I (1) Public Hearing to consider amending Ordinance No. 265 by revising and adding to ARTICLE II, Sec. 201, Definitions, and ARTICLE XV, Sec. 1507, Uses Not Otherwise Included Within A Specific Use District, was called to order at 8:00 p.m. This amendment adds language to the Ordinance pertaining to cellular telephone antennas. Mr. Jay Herbst was present in support noting there had been a proposal for one in their neighborhood which created a great deal of concern. He stated the ordinance proposed is appropriate. There was discussion on what affect this might have on users of cellular telephones. Motion was made by Dickson, seconded by Smith and was unanimously supported to forward the proposed amendment to Ordinance 265 revising and adding to ARTICLE II, SEC. 201, Definitions, and ARTICLE XV, SEC. 1507, Uses Not Otherwise Included Within A Specific Use District, to the Township Board with recommendation for approval as advertised for public hearing tonight. (Notice of Public Hearing) BLOOMFIELD TOWNSHIP PLANNING COMMISSION NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the Planning Commission of the Township of Bloomfield, Oakland County, Michigan, on MONDAY, NOVEMBER 18, 1985 at 8:00 p.m. at the Township Hall, 4200 Telegraph Road, in said Township for the purpose of amending Ordinance No. 265, being the Zoning Ordinance, and that same be amended by revising and adding to ARTICLE II, SEC. 201, Definitions, and ARTICLE XV, SEC. 1507, Uses Not Otherwise Included Within a Specific Use District, to read as follows: Revise ARTICLE II, SEC. 201, Definitions, by revising Subsection 21 to read: 21. Essential Services: Is the erection, construction, alteration or maintenance by public utilities or municipal departments of underground, surface, or overhead gas, electrical, steam, fuel or water transmission or distribution system, collection, communication, supply or disposal system, including towers, poles, wires, mains, drains, sewers, pipes, conduits, cables, fire alarm and police call boxes, traffic signals, hydrants and similar equipment in connection herewith, but not including buildings which are necessary for the furnishing of adequate service by such facilities or governmental departments for the general health, safety, or welfare. Radio broadcasting and receiving towers and equipment structures used in cellular telephone systems are specifically excluded from the definition of essential services.

COMMERCIAL TELEVISION AND RADIO TOWERS, PUBLIC UTILITY MICROWAVES, PUBLIC UTILITY RADIO BROADCASTING AND RECEIVING TOWERS, AND PUBLIC UTILITY TV TRANSMITTING TOWERS. Radio and television towers, public utility microwaves and public utility TV transmitting towers, public utility radio broadcasting and receiving towers used in cellular telephone systems, and their attendant facilities shall be permitted in RP Districts, provided said use shall be located centrally on a continuous parcel of not less than 1~ times the height of the tower measured from the base of said tower to all points on each property line. All persons interested will be heard. DELORIS V. LITTLE BLOOMFIELD TOWNSHIP CLERK (2) Doug Keating was present on their Forman Orchards Subdivision on pt. ac. par. C-185 in Section 19. The plat submitted contained 7 lots, however, he presented a revised plan containing 10 lots stating the owner, Mr. Forman, has decided to include more of his property in this plat. The three additional lots are the same size as and are contiguous to the original 7 lots. Motion was made by Little, seconded by Smith and was unanimously supported to forward the preliminary plat of Forman Orchards Subdivision, Section 19, to the Township Board with recommendation for approval as presented tonight. (3) Howard Keating presented a cluster plan for the SE corner of Quarton and Lahser, ac. par. C-257-C-2, Section 27, containing 9 detached cluster homes. There was discussion on the retention pond and they will attempt to have the grade at a point that will not require fencing. Motion was made by Dickson, seconded by Low and was unanimously supported to forward the site plan for cluster development of parcel C-257-C-2, Section 27, to the planner for review. (4) Motion was made by Low, seconded by Dickson and was unanimously supported approving the November 4 minutes as submitted.
