PLANNING COMMISSION<br />

Howard Keating presented revised plans for his proposed detached cluster<br />

development on the SE corner of Quarton and Lahser. The Planner review<br />

was presented and several neighbors were present expressing interest.<br />

The Commission advised the evergreen trees should be increased in size.<br />

Dr. H. L. Gregg (3515 Sutton Place) expressed concern about the finished<br />

elevation of the property abutting his rear lot line, pointing out that<br />

it appears his property is lower than the proposed catch basin. He was<br />

concerned there will be a ditch and water or that a portion of his fence<br />

which follows the existing contour of the land might be covered.<br />

Mr. Keating assured everyone there will be no problem--they will drain<br />

water off as required and not let any stand in this area, create a ditch<br />

or cover the fence and will conform to all Township regulations. There<br />

was some discussion on the berming. The petitioner was advised topography<br />

detail reflecting today's conditions will be required. Motion was<br />

made by Low, seconded by Smith and was unanimously supported to forward<br />

the site plan for detached cluster development of ac. par. C-257-C2,<br />

Section 27, to the Township Board with recommendation for approval<br />

subject to review and approval of proposed grading for assurance there<br />

will be no problem with drainage or neighboring fence along property<br />

line.<br />

Norman Hyman, Attorney, Herman Frankel, owner of the land, and Mr. Brown,<br />

Architect, were present with the petitioner, Michael Horowitz, presenting<br />

a revised site plan for the construction of an office building on the NE<br />

corner of 14 Mile Road and Franklin. Mr. Hyman stated the revised plan<br />

is submitted in response to the resolution adopted by the Township Board<br />

denying the site plan and that they have attempted to address the<br />

problems. They believe they have addressed everything excepting concerns<br />

expressed with respect to wetlands and flood plain ordinances. He stated<br />

they will go into those if the Planning Commission deems it necessary;<br />

however, they do not think they are site plan matters needing to be<br />

addressed along with the site plan. He emphasized they understand those<br />

matters must be addressed and ordinances complied with, but at an appropriate<br />

time which should be separate from the site plan review. They<br />

proposed addressing the wetlands issue and flood plain issue each as<br />

separate items at separate times. Their position was that addressing all<br />

three matters at one time creates confusion and they should be separate<br />

to simplify the issues for discussion and decision.<br />

Mike Horowitz, President of Selective Group spoke briefly reviewing what<br />

has already transpired on their request and the changes on the revised<br />

site plan presented. He stated they believe all the site plan problems<br />

mentioned by the Township Board resolution denying the site plan have<br />

been changed on this plan and they believe it meets the requirements of<br />

the Township Ordinance.<br />

Jack Brown, Architect, reviewed the plan presented speaking on the<br />

issues: (1) height of building comfortably meets 25 ft. requirement,<br />

Loading area in terms of sq. ft. meets ordinance requirements, (3)<br />

Parking layout being awkward--some spaces have been changed and they<br />

used methods quite common, (4) Emergency access has been kept clear.<br />

stated he believes the site plan as presented conforms to Ordinance<br />

requirements.<br />

Mr. Korzon spoke stating that he has provided copies of a letter from the<br />

consultant, Swanson, to the Planning Commission members which indicates<br />

the area which is a wetland along with a drawing delineating the area on<br />

the property which is wetlands. He requested a copy be made available<br />

for the petitioners and stated the matter should be cleared up prior to<br />
