PUBLIC HEARING considering rezoning part of ac. par. C-32, Section<br />
5, located on the north side of Square Lake Road, west of<br />
Telegraph, between Klingensmith and Bataan from R-1 to R-M was<br />
called to order. Mr. Gary Menzel presented the plans proposed by<br />
Holtzman and Silverman for the construction of 120 condominium<br />
clustered homes with a 200 ft. perpetual greenbelt along the east,<br />
south and west boundaries. They presented the site plan and elevation<br />
studies for their proposal noting the entire parcel,<br />
including the perpetual greenbelt, is 38.37 acres giving an overall<br />
density of approximately 3 homes per acre. There would be 22<br />
buildings with 4, 5 or 6 units in a building--some ranch houses and<br />
some townhouses, each with two-car attached garages. A document was<br />
presented for recording to protect the greenbelt and wetlands.<br />

There were about 90 people from the area present, most in opposition.<br />
Mr. Ed Plomer representing Square Lake Country Club Association<br />
stated they feel the density is too high and that there is<br />
not adequate environmental control, particularly with respect to the<br />
wetlands area. They are also concerned about the large number of<br />
multiple zoned properties in their area of the Township. Mr. Walker<br />
of Forest Lake Estates Association spoke in opposition stating their<br />
main concern is traffic congestion, which is already bad in the<br />
area. They feel this would downgrade the quality of life in their<br />
neighborhood and noted tha~ do not find any good reason to change<br />
from single family zoning. Deborah S. Igleheart of Bloomfield Land<br />
Conservancy presented their review of the wetlands on the property<br />
requesting to know exactly how they propose preserving the wetlands<br />
and wildlife, indicating the plans presented lack necessary detail<br />
to assure compliance with the Wetlands Ordinance. Manny<br />
Kniahynycky, representing Victor International and Cohen Development<br />
Corporation, spoke expressing concern on the impact on Square Lake<br />
Road and their developments south of this property. He also represented<br />
Mr. Cohen of Turtle Lake Farms on the south side of Square<br />
Lake Road. He outlined some modifications they would ask for if<br />
rezoning were approved. Others speaking in opposition were Erwin W.<br />
Erkfitz, 1541 Bataan; Jack Martin, 1446 Square Lake Rd.; William H.<br />
Logie, 1620 W. Square Lake Rd.; Glenna Cornett, 1448 W. Square Lake<br />
Rd.; Walter Kummer, 1501 Bataan; Jane MacKenzie, 1699 W. Square Lake<br />
Rd.; Hilman A. Fortney, 1719 Hamilton.<br />
Motion was made by Little, seconded by Dickson and was unanimously<br />
supported to deny request to rezone part of ac. par. C-32, Section<br />
5, from R-l, Single-family Residential District, to R-M,<br />
Multiple-Family Residential District, as advertised for public<br />
hearing tonight, based upon the fact the property can be developed<br />
in single family, the density proposed being too heavy, combined<br />
with the traffic on Square Lake Road which is not really a large<br />
enough road for multiple development and the concerns expressed by<br />
the neighbors, which could be answered, about protection for the<br />
wetlands.<br />
