A5.1 PROTECTIVE DESIGNATION IN ORDER<br />

TO PROVINCE<br />

A_1 <strong>Provincia</strong> <strong>di</strong> Belluno<br />

In the nominated property, protection is guaranteed by both general or local control systems. The<br />

general control system, operative for all sites, is carried out through: the staff of the National Forestry<br />

Corps, which is responsible for surveillance, superintendence, and the prevention of environmental<br />

crimes (air and water quality, protection of flora and fauna, the safeguard of palaeontological and<br />

mineralogical assets, etc.). The province provides gamekeepers, whose main duty is to protect the<br />

heritage as regards fauna. Each municipality has its own police force, which is responsible for protecting<br />

the forestry and pasture heritage of its own <strong>di</strong>strict. Moreover, control and surveillance is also<br />

in the hands of the police force of authoritative bo<strong>di</strong>es which unique to this area, namely the ‘Regole’<br />

and the ‘Magnifiche Communità’ (Family Communions that are joint owners of non-transferable<br />

property). Actions (plans and projects) in the nominated areas are also subject to authorization processes<br />

that foresee various technical assessments and which also depend on the execution of stu<strong>di</strong>es on<br />

environmental feasibility, environmental impact assessment, environmental incidence assessment,<br />

strategic environmental evaluation, etc., based on the plan type. In particular, as regards the Nature<br />

2000 Network areas, most of the impact assessments are first examined by the competent centralized<br />

departments of the Veneto Region. With reference to the non-generalized control systems, defined<br />

therefore as local, the area of Dolomiti Bellunesi is managed by the Parco Dolomiti Bellunesi Board.<br />

Surveillance is carried out by specifically designated personnel belonging to the National Forestry<br />

Corps who are members of the so-called Coor<strong>di</strong>namento Territoriale Ambientale - CTA (Territorial<br />

Environmental Coor<strong>di</strong>nation), composed of about forty commissioners, deputy superintendents<br />

and officers who are at the same time qualified police officers or members of the Investigative Police<br />

Force. The areas ‘Dolomiti Ampezzane, <strong>di</strong> Fanes, Senes e Braies’ (for the part in the <strong>Provincia</strong> <strong>di</strong><br />

Belluno), ‘Pelmo – Nuvolau - 5 Torri’ (for the part in the municipality of Cortina d’Ampezzo) and<br />

‘Cristallo’ can count on the surveillance services of six park rangers of the ‘Regole d’Ampezzo’, who<br />

ensure respect for the environmental planning procedures and for the rules governing respect for the<br />

environment in general.<br />
