The first execution of this timer procedure will occur within one millisecond of this call, after the<br />

subsequent <strong>@CHIP</strong>-<strong>RTOS</strong> 1000 Hz real-time interrupt.<br />

The user is free to make this call on a timer which has already been started, the affect being that the<br />

phase of the periodic timer callback is shifted to within one millisecond of the call to this API.<br />

The timer procedure can later be restarted.<br />
