<strong>Sitka</strong>’s harbors have 1,126 permanent moorage holders, <strong>of</strong> which 91 percent are Alaska residents.<br />
Recreational vessels make up about 60 percent <strong>of</strong> the user base, with commercial fishing vessels<br />
contributing 30 percent <strong>and</strong> charter vessels <strong>and</strong> other vessel types making up the remaining 10<br />
percent. Table 2 summarizes the permanent moorage holders in the harbor.<br />

<strong>Sitka</strong>’s harbors also have a waiting list for permanent moorage. The list currently has 278 vessels on it,<br />
with ownership split about 80 percent Alaska resident <strong>and</strong> 20 percent outside Alaska. Most <strong>of</strong> the<br />
vessels on the waiting list are commercial fishing vessels (45 percent), followed by recreational vessels<br />
(37 percent). Almost 17 percent <strong>of</strong> those on the waiting list do not have a vessel or have not specified<br />
its type.<br />

Other users <strong>of</strong> harbor system facilities include cruise ships, seaplanes, <strong>and</strong> other craft. This analysis<br />
focuses only on those vessel types shown in Table 2 <strong>and</strong> Table 3.<br />
The harbor system currently charges a moorage rate <strong>of</strong> $1.90 per linear foot per month <strong>of</strong> permanent<br />
moorage <strong>and</strong> a tiered rate structure ranging from $0.35 to $0.90 per linear foot <strong>of</strong> daily transient<br />
moorage. A summary <strong>of</strong> historical moorage rates is shown in Table 4 for permanent users <strong>and</strong> in Table<br />
5 for transient users.
