Under the current moorage rates, the CBS harbor system has generated an average <strong>of</strong> $1.35 million<br />

annually in moorage revenue, as well as $300,000 <strong>of</strong> other revenue. This revenue has been sufficient<br />

to cover operating cash needs, but it has not been enough to cover depreciation or facility<br />

replacement. Raw fish taxes have contributed significantly to the harbor system <strong>and</strong> have averaged<br />

$944,000 over fiscal years 2007–2010, sufficient to keep income before contributions, transfers, <strong>and</strong><br />

special items at an average <strong>of</strong> $468,000. The harbor also receives 30 percent <strong>of</strong> CBS fish box tax<br />

revenues, which have averaged about $41,000 each year for the harbor.<br />

Table 6 provides a summary <strong>of</strong> selected financial data for the harbor system. This information was<br />

used as a baseline for evaluating operating costs in our analysis. Note that the fish box tax revenues<br />

are not included in this table, but are accounted for as <strong>of</strong>fsetting revenue in the analysis.
