Inner-city decl<strong>in</strong>e is also suggested by <strong>the</strong> high percentage <strong>of</strong> hous<strong>in</strong>g units built<br />

before 1939, evident <strong>in</strong> <strong>the</strong> West Side-Central and East Side communities, as well as by<br />

high vacancy rates and a loss <strong>of</strong> hous<strong>in</strong>g units, evident <strong>in</strong> <strong>the</strong> Ellicott-Masten community.<br />

The Ellicott-Masten and West Side-Central communities also show relatively low<br />

homeownership rates, a common characteristic <strong>of</strong> older neighborhoods <strong>in</strong> which hous<strong>in</strong>g<br />

has aged and been converted to rental property (Table 7). In <strong>Buffalo</strong>, like many cities,<br />
