• Improving Sub-contractors’ HSE<br />
Performance<br />
This is being achieved through the<br />
establishment of a HSE selection criteria<br />
and annual performance evaluation<br />
for subcontractors. Briefings and<br />
dialogue sessions with subcontractors’<br />
senior management are held to ensure<br />
subcontractors’ commitment and<br />
compliance to SapuraCrest HSE procedures<br />
and culture.<br />
• Senior Management Site Visits<br />
Site visits are organised on a quarterly<br />
basis for senior management which<br />
include HSE walkabouts, site inspections<br />
and engagement sessions with staff.<br />
• Embarking on various HSE awareness<br />
program<br />
HSE awareness program such as Hands<br />
& Finger Injury Prevention Campaign,<br />
Property Damage Incident minimisation,<br />
Near Miss Incident Reporting and<br />
Defensive Driving.<br />
• Dissemination of HSE Lessons Learnt<br />
Key lessons learnt from incident<br />
investigation reports, audit and inspection<br />
findings and the U-See U-Act reporting<br />
programme are deliberated at internal<br />
forums and communicated to all relevant<br />
personnel. These also form critical inputs<br />
for Construction Risk Assessment and Job<br />
Safety Analysis for future project execution.<br />
• Establishment of HSE House rules and<br />
HSE 24-7<br />
The year in review saw the establishment<br />
of HSE House Rules, applicable not only to<br />
all premises and work areas of the Group,<br />
but also for employees to observe at<br />
home and generally at all times for their<br />
own health and safety as well as of their<br />
families.<br />
With the roll-out of all these measures<br />
and new initiatives, the seeds for a<br />
HSE-conscious culture have been sown<br />
and continuously nurtured. The active<br />
participation of management, employees<br />
and business partners is a key ingredient of<br />
success of our HSE programme. SapuraCrest<br />
emphasises that HSE is everybody’s<br />
business and to this end KPIs have been<br />
formulated, monitored and reviewed to<br />
maintain alertness and commitment to<br />
HSE principles. A structured HSE training<br />
programme is also implemented to ensure<br />
formal training is provided to all our<br />
staff especially those who are involved in<br />
operations.<br />
Emergency drills are continually planned<br />
and held for every project location,<br />
barge, vessel and offshore facility that we<br />
are working. These drills are tailored to<br />
equip our people to deal with a variety of<br />
scenarios and to test system readiness and<br />
efficiency. After each exercise, findings<br />
are monitored, assessed and reviewed<br />
to identify gaps and shortfalls so that<br />
remedial measures can be adopted. The<br />
Group has recently set up a Centralised<br />
Emergency Command Centre to deal with<br />
any emergency or crisis that may occur at<br />
any of the Group’s operations regionally.<br />
In terms of performance measured by the<br />
Total Recordable Case Frequency (TRCF),<br />
the Group has achieved better results<br />
compared to the previous financial year.<br />
TL Geohydrographics Sdn Bhd continued to<br />
lead the field, operating for nine straight<br />
years or almost 8 million man-hours<br />
without Lost-Time Injury (LTI). Our HSE<br />
achievements have also been recognised<br />
by the major PSCs with TL Offshore Sdn Bhd<br />
(TLO) winning three awards: Contractor<br />
Category (Major Health) at the PETRONAS<br />
Group HSE & Sustainable Development<br />
Awards 2008/2009; CPOC Achievement<br />
Award for HSE Excellence; and the 2008<br />
International Pipelines & Offshore<br />
Contractor Association (IPLOCA) Health &<br />
Safety Award where TLO emerged Runnerup.<br />
There can be no room for complacency<br />
as far as HSE is concerned and already,<br />
we have planned for more new<br />
initiatives ready to be rolled out. These<br />
include, among others, Subcontractors’<br />
Management HSE Briefings, Line<br />
Management HSE Leadership, CEO HSE<br />
Suggestion and Communication Box,<br />
Process & Procedure Enhancement i.e<br />
Management of Change & Consequence<br />
Management, Integrated Risk-Quality-HSE<br />
Induction Programme and the setting up of<br />
a HSE Counselling Unit.<br />
HUMAN RESOURCE STRATEGY<br />
To SapuraCrest, our employees are our<br />
key assets. We have a highly skilled and<br />
experienced team consisting of 609<br />
technical staff, 729 non-technical staff and<br />
about 1,500 offshore personnel. They are<br />
remarkable in their diversity of talents,<br />
their energy and their commitment to<br />
the enduring values that have made this<br />
