• Lack of a organized, nationally-led IM&T architecture for data and system standards<br />

that allow information and processes to follow the patient’s journey through the<br />

MOHP effortlessly;<br />

• The need to improve coordination of IM&T resources and procurements to increase<br />

the pace of implementations and provide fast, better value for money IM&T projects;<br />

• Low levels of secure, high-bandwidth connectivity for MOHP staff, backed by means<br />

of authenticating users to access sensitive patient information.<br />

Reforms in the last 10 years, and results<br />

As part of the <strong>Health</strong> Sector reform Program, Patient-Based System (PBS) <strong>is</strong> the current<br />

information system used at 354 family health facilities; it has been designed by the<br />

National Information Center for <strong>Health</strong> and Population (NICHP). Further upgrading of PBS<br />

was done by <strong>Health</strong> Sector Reform Program team in Alexandria and additional pharmacy<br />

module was added to the system and was developed by FHFMIS team in Alexandria.<br />

Patient-Based System <strong>is</strong> using a local area network with a minimum of three<br />

workstations, one in each of reg<strong>is</strong>tration, family physician clinic and filing room. Source of<br />

data for the PBS come from the various forms enclosed in the family folder. The system <strong>is</strong><br />

extremely flexible and easily adaptable to the conditions and needs of each facility; th<strong>is</strong> <strong>is</strong><br />

achieved through flexible setup menus for all main variables within the system.<br />

The system produces weekly reports that contain the following data: number of v<strong>is</strong>its per<br />

physician, number of v<strong>is</strong>its by age group, l<strong>is</strong>t of prescribed drugs, number of cases for a<br />

specific diagnos<strong>is</strong>, number of laboratory investigations, number of x-ray investigations,<br />

number of referral cases.<br />

The system <strong>is</strong> deigned to produce the following data upon request: number of reg<strong>is</strong>tered<br />

families per clinic, number of patients by name and date of v<strong>is</strong>its, number of children and<br />

specific age group, number of insured patients.<br />

The system <strong>is</strong> going under continuous upgrading process according to the gained<br />

experience and feedback from field implementation in the HSRP family health facilities.<br />

Current <strong>is</strong>sues and concerns<br />

Balancing rapid progress at a national level with user acceptance and implementation<br />

capacity in the MOHP and IM&T industry at the local level.<br />

Ensuring that MOHP achieve best procurement value while accelerating the business<br />

case and procurement processes, and reducing the level of choice for the local<br />

implementations.<br />

Ensuring that MOHP efficiently capture and re-use the experience and knowledge in<br />

IM&T design and implementation of the Strategic Program at all levels.<br />

Building and maintaining the IM&T capacity and capability of the MOHP through a<br />

period of rapid change.<br />

Planned reforms<br />

THE FUTURE VISION<br />

The v<strong>is</strong>ion of the MOHP-HSRP Plan focuses on a redesigned care system. Bridging<br />

the gap between the health services now and the v<strong>is</strong>ion of fast and convenient care<br />

delivered to a cons<strong>is</strong>tently high standard requires a greater sense of urgency in<br />

delivering v<strong>is</strong>ible and workable information and IT solutions.<br />

The v<strong>is</strong>ion for information and IT <strong>is</strong> to connect delivery of the MOHP Plan with the<br />

capabilities of modern information technologies.<br />
