Training Centers need to be accredited on a regular bas<strong>is</strong> to ensure standards of training<br />

are being maintained. Finally a cadre of fast tracked leaders of the future need to be<br />

identified and supported over a long-term period to realize the benefits of their training.<br />

8) Licensing, certification and continued medical education<br />

The current policy of life-long licensing of health personnel upon graduation should be<br />

re-v<strong>is</strong>ited. Licensing renewal should be conditional to a minimum number of continued<br />

medical education hours per year.<br />

Strategies to improve conditions of employment<br />

Strategies to improve the conditions of employment within the health sector should<br />

include the following elements.<br />

Upgrading the physical working environment and the housing conditions for health<br />

personnel, especially in rural and remote areas. However, first it <strong>is</strong> recommended<br />

that research <strong>is</strong> undertaken on the actual take-up of these facilities by staff.<br />

Developing a career planning and development function in governmental and<br />

public organizations as a crucial factor for employee motivation.<br />

Building the human resource management function of the MOHP and parastatal<br />

institutions with special emphas<strong>is</strong> on recruitment, job analys<strong>is</strong>, motivation and<br />

performance achievement.<br />

Adoption of performance-based and productivity-based incentive systems for<br />

employee motivation.<br />

Adoption of annual employment contracts subject to renewal on condition of<br />

sat<strong>is</strong>factory performance.<br />

9) Strategies to advocate for staff retention<br />

Strategies to advocate for staff retention should include the following elements.<br />

The stipulation of a clearly defined job description for health team members at<br />

various levels (central, governorate, d<strong>is</strong>trict, and FHU/FHC level).<br />

Upgrading superv<strong>is</strong>ory skills in work procedures/progress and personnel<br />

performance at all levels (central, governorate, d<strong>is</strong>trict, and FHU/FHC level).<br />

The evolution of training practices to include d<strong>is</strong>tant learning, telemedicine, and<br />

unified curricula for programs targeting managerial and service provider’s<br />

activities.<br />

The expansion in the training-of-trainers programs at governorate level to build a<br />

core of trainers at governorate level.<br />

The inclusion of physical examination guidelines and clinical management protocols<br />

in various medical specializations.<br />

Strengthen the links between d<strong>is</strong>trict health system, FHU, and FHC in capacitybuilding<br />

activities.<br />

Endorse family health training practices.<br />

Promotion of the <strong>Egypt</strong>ian Board Fellowships in various medical specializations,<br />

and family medicine in particular.
