<strong>Health</strong> Systems <strong>Profile</strong>- <strong>Egypt</strong> Regional <strong>Health</strong> Systems Observatory- EMRO<br />

respect, and national guidelines and standards will also be crucial.<br />
Planned Reforms in secondary/tertiary care<br />
<strong>Egypt</strong>ian <strong>Health</strong> Sector Reform Program <strong>is</strong> focusing on the primary health care services<br />
in its current phase.<br />
The reform goals for the health facility infrastructure focus on:<br />
A. Developing and institutionalizing systems, policies and procedures to rationalize<br />
investment in health infrastructure and to ensure efficient resource allocation;<br />
and<br />
B. Re-organizing the service delivery infrastructure along the new Family <strong>Health</strong><br />
Model (d<strong>is</strong>cussed under the <strong>Health</strong> Services Section).<br />
(A) Developing and institutionalizing systems, policies and procedures to<br />
rationalize health sector infrastructure<br />
1. Adopting investment planning based on priority population health needs<br />
One of the fundamental bases for reform rests on the ability of the government to have<br />
an institutionalized planning process whereby evolving demographic and health needs of<br />
the population are continuously analyzed and accounted for. Th<strong>is</strong> planning function <strong>is</strong><br />
dependent on two factors:<br />
A strong health information system that has the capacity to integrate demographic,<br />
epidemiological and geographical profiles of the population with data on ex<strong>is</strong>ting<br />
health resources; and<br />
A strong organizational capacity within the MOHP to consolidate and process the<br />
data for purposes of health planning.<br />
Actions<br />
Conduct a national health status survey to identify the epidemiological profile of the<br />
population and to target health needs.<br />
Conduct a national facility survey.<br />
Develop an automated database to consolidate demographic, epidemiological and<br />
census data for health planning.<br />
Conduct an organizational analys<strong>is</strong> of all bodies that have input into the health<br />
planning function (the MOHP stat<strong>is</strong>tics department, the MOHP planning unit, census<br />
department and other relevant bodies) with the intent of consolidating/coordinating<br />
their planning roles where all information from the various units could be routinely<br />
complied and analyzed.<br />
2. Rationalize the development and d<strong>is</strong>tribution of health infrastructure<br />
Mush of the emphas<strong>is</strong> in the next period should be planed on rationalizing available<br />
resources and directing future growth in infrastructure. Th<strong>is</strong> effort <strong>is</strong> imperative to<br />
eliminate the substantial waste in the ex<strong>is</strong>ting health care system and to improve its<br />
efficiency. Th<strong>is</strong> will require the establ<strong>is</strong>hment of a “certification of need” function in the<br />
MOHP to set and impose guidelines for investment in facilities, maintenance and<br />
technology for the whole health sector (MOHP, parastatal and private sectors) so as to<br />
ensure that:<br />
New facility construction and/or expansion <strong>is</strong> based on local community health<br />
needs and rational indicators, such as bed to population ratio.<br />
New capital-intensive technology acqu<strong>is</strong>ition <strong>is</strong> based on need, cost-effectiveness,<br />
affordability and geographic mapping of similar technology.<br />
