It <strong>is</strong> difficult to draw too many conclusions from the 1997/2001 ratios. However, most<br />
notable <strong>is</strong> the reduction in physicians in the urban governorates and the increase in the<br />
frontier ratio. The increase in the physicians in the frontier areas may be due to the<br />
incentive system introduced in 1997 for rural areas.<br />

The main features of th<strong>is</strong> data are as follows.<br />
• The high health personnel: population ratios in the frontier governorates. Th<strong>is</strong><br />
reflects the sparse nature of the population in these governorates and the<br />
difficulty of providing health care to that population.<br />
• The low ratios in Upper <strong>Egypt</strong>, where about one third of the population live<br />
and where health status <strong>is</strong> worst.<br />
• The continuing high number of nurses in Lower <strong>Egypt</strong>, which <strong>is</strong> a<br />
consequence of the ready availability of training places for diploma nurses in<br />
that region.<br />
These aggregated figures for the four regions do not show the true nature of the<br />
variations between different parts of <strong>Egypt</strong>, since there are major variations within these<br />
four regions. The d<strong>is</strong>tribution of physicians and nurses (employed by the MOHP) by<br />
governorate <strong>is</strong> shown in figure 4.<br />
