1.3 R&D Funding<br />
RESEARCH AND DEVELOPMENT<br />
Instruments of the <strong>Estonia</strong>n R&D funding system are:<br />
• Targeted financing;<br />
• Baseline funding;<br />
• Research grant funding;<br />
• National research and development programmes;<br />
• Funding of research and development infrastructures.<br />
Targeted financing is decided by the Minister of Education and Research following the<br />
recommendation of the <strong>Estonia</strong>n Research Council. The aim is to ensure a competitive basic<br />
structure for scientific research. Both basic and applied research is funded. Evaluated and<br />
registered research institutions may apply. The funding period for approved research topics is<br />
up to 6 years, subject to periodical assessment of progress. All of the research topics that have<br />
been approved for targeted financing are assessed each year.<br />
34 new research topics with a total budget of 58.5 million kroons were approved for targeted<br />
financing in 2007. The targeted financing of 180 research topics is continued with 241.2 million<br />
kroons.
