The <strong>Estonia</strong>n health insurance system is based on solidarity – all insured people have the same<br />
rights. To receive health insurance from the <strong>Estonia</strong>n Health Insurance Fund (EHIF), taxes must<br />
be paid in <strong>Estonia</strong>, and an <strong>Estonia</strong>n ID number is needed. You get an ID number together with<br />
a temporary residence permit or residence permit for employment.<br />
If you are working in <strong>Estonia</strong> for a short period and do not possess a residence permit, you can<br />
receive an ID number by contacting the county government and filling in an application form.<br />
