RESEARCH AND DEVELOPMENT<br />

Through Enterprise <strong>Estonia</strong> and its sub-units, the Ministry of Economic Affairs and Communications<br />

finances R&D programmes that involve product development, co-operation with enterprises<br />

and entrepreneurs, and technology programmes for priority areas.<br />

<strong>Estonia</strong> participates actively in European Union Framework Programmes. By the end of<br />

2006, <strong>Estonia</strong>n organisations had participated in the submission of more than 1200 project<br />

applications for FP6.<br />

EU’s structural Funds are an additional financing instrument to provide support to the<br />

development of research infrastructures and human resources, and to raise the competitiveness<br />

of enterprises. The implementing agencies for measures concerning research and development<br />

are Enterprise <strong>Estonia</strong>, Archimedes Foundation and the Foundation for life-long learning<br />

Development Innove.<br />
