cost inclusive of handling, procurement & all other incidental charges shall be
recovered from the contractor.
3.25.8. If the departmental road roller remains idle for due to contractor’s fault, its cost will be
recovered from the contractor Rs 331.66 per hour.
3.25.9. Hire plus establishment and other charges for idle or repair periods shall be payable by
the contractor.
3.25.10. In the event or loss or theft of the machinery of any of its components in part or full
when its stand issued to the contractor, the value of the lost particles will be recovered
from the contractor at the price fixed by the S.E, or E.E concerned.
3.26. Claims are not admissible under following circumstances.
∗ Extra items of work down without written order of departmental officer.
∗ In case of sudden fluctuant and or increase in rates of labour materials royalty various
taxes railway freight fuel lubricant carriage cost etc. at any stage of the work.
∗ Short supply and/or non-supply delay in supply of department materials and/or
equipment and/or petrol diesel K. oil etc.
∗ Non availability of local labour of a category required for the work.
∗ Labour sitting idle due to any cause.
∗ Delay in communication of decision regarding any change or modification in design
drawing specification alteration addition etc.
∗ Loss sustained due to.
Acts of enemies including agitation public Rangdari and riot
Transportation and procurement difficulties.
Natural inanities.
Any other circumstances which are beyond human control.
3.27. In case bulk bitumen issued to the agency, no extra cost will be paid on account of lifting bulk
bitumen in departmental, empty bitumen drums and carriage of the same from the R.C.D.
godown to the site of work and these operation will have to be carried out at the own cost of the
agency.
3.28. Extension of time, if justified may be granted by the officer for different periods of time for
different types & values of woks, otherwise penalty for non fulfillment of the contract may be
imposed giving due consideration for poor progress at different stages of works without valid
and satisfactory reasons. More payments of running on accounts bills keeping back certain
amount for non extension of time as a does not qualify as a valid ground for grant of extension
of time as a matter of right. The officer competent to grant such extension of time has the full
liberty to wait & examine the circumstances which lead to the applicable for the fulfillment of
the contract and use his own discretion for final order which will be final, binding & conclusive
in the contractor.
3.29. The contractor shall if required by the E/I arrange to test the materials at site or get them tested
in recognized departmental testing laboratories at his own cost in order to prove their soundness
and sufficiency as per specification lay down. The number of tests required for different items
will be specified by E/I.
3.30. The estimated output of roller for 8 hours working is as follows:-
Compaction of Gravel/Moorum 255 m 3 /day
Compaction of earth work 566 m 3 /day
Consolidation of Grade-I 35 m 3 /day
Consolidation of Grade-II 30 m 3 /day
Consolidation of Grade-III 30 m 3 /day
20 mm thick premixing 740 m 2 /day
Surface dressing 770 m 2 /day
3.31. The contractor shall make his own efficient arrangement to receive communication of the
department. In case this rate complied with a proof dispatch of any communication shall be
deemed to have been served on him.
