1.3.3 Duly pledged E.M. if any lying with the concerned E.M. against work already completed shall
not be adjusted by transfer. In such cases the tenderer is required to get the same refunded and
then attach the same with tender duly pledged a fresh against the work for which tender is filed.
1.4 DOCUMENTS ACCOMPANYING TENDER PAPER
1.4.1 Under noted documents (certified photo copies) must be enclosed with the tender paper.
∗ All these documents required at the time of purchasing tender documents.
∗ Description of machineries owned by the tender in the Performa place at appendix-1 of the
tender documents along with sale letter of the manufacturer.
∗ An affidavit swearing that the Machinery statement at Appendix-I is true.
∗ The documents required specifically for the work as enumerated in Para 1.8 below # .
∗ In case of tenderer being a firm the deed of the firm & the power of attorney if any.
∗ In case the tender documents downloaded from the website of Jharkhand government
www.jharkhand.gov.in cost of tender document in form of Bank Draft payable to Executive
Engineer, R.C.D. Road Division Latehar, in State bank of India, Latehar.
1.4.2 Tenders with incomplete documents shall outright be rejected.
1.5 OWNERSHIP OF MACHINERIES.
1.5.1 Tenders who do not own/hire machineries confirming to relevant BIS or IRC standard required
for the work as notified in NIT should not purchase the tender document for that at work in case
the tender are submitted the work they will be summarily rejected of the tenderer do not
produce the ownership of required machineries.
1.5.2 For bituminous work requiring use of hot mix plants specifications as laid down in I.S 5890-
1970 only will be accepted.
1.6 QUOTING RATE TIME.
1.6.1 Tenderer should quote their rate only at the space earmarked in the document in percentage,
above or below the items mentioned in B.O.Q. (on overall not item wise) both in figures and
words.
1.6.2 The quoted rates.
∗ Must not have anomaly in figure and words.
∗ Must be initialed to there is cutting or overwriting
∗ Must not be indefinite such as at estimated rates or at………% above/below inclusive of
material etc.
∗ Failing which the offer with invalided.
1.6.3 In case among of offer on overall rate quoted by a tendered is lower than15% the offer will be
treated as unworkable and will invalidate the offer.
1.6.4 B.O.Q. also provides information of the cut off percentage (calculated on the basis of…) above
which tenders will be invalid.
1.6.5 The quoted rate shall be deemed to include 2% sales tax and 1% labor surcharge.
1.6.6 Time allowed to complete the work should be carefully scrutinized by the tenderer and in case
the notified time of completion is not suited the tenderer may quote his own time.
1.7 WORK DISCIPLINE
1.7.1 Only MORTH/LS/IRC specifications shall be followed during execution of work.
1.7.2 Site order book will have to be maintained at site.
1.7.3 Works and Account codes & Financial Rules of Govt. of Jharkhand along with guidance from
T.E.C. & Ministry of Road Transport & Highways shall be concurrently applicable in the entire
processes leading to final completion of work.
1.8 ADDITIONAL DOCUMENTS TO ACCOMPANY TENDER PAPER.
1.8.1 Documents required to accompany the tender are enumerated in Para 1.4.1 However the
following additional documents must accompany the tender paper as referred in Para 1.4.1
marked #.
∗ A certificate of competent authority showing similar nature of work executed by the tender.
∗ A list of work in the hands of Tenderer containing information in appendix-II accompanying
the tender document.
