Foun<strong>de</strong>d in 1996, the French Wind Energy Association (<strong>France</strong><br />
Energie Eolienne - FEE) is a network of almost 250 members<br />
involved in the French Wind Industry.<br />
FEE supports wind power <strong>de</strong>velopment in <strong>France</strong>. It advocates<br />
for a suitable legal framework to be put in place. It voices<br />
the rights and interests of its members. To this end, FEE<br />
represents the industry before public, national, European and<br />
regional authorities and regulating bodies. FEE also promotes<br />
the benefits of wind energy to the public and the media.<br />
The policy positions and data are ma<strong>de</strong> in collaboration with<br />
the association members. Commissions and specific working<br />
groups composed of professionals focus on the following<br />
topics: Legal framework, Industry, Economics, Grid connection,<br />
Project planning and <strong>de</strong>velopment, Offshore, Public relations,<br />
Industry, Operation.<br />
It informs its members of any interesting <strong>de</strong>velopment for<br />
the industry, provi<strong>de</strong>s the positions of the industry in the law<br />
and regulation making process, interacts with government<br />
members and their cabinets, members of Parliament, civil<br />
servants and journalists, organizes events for its members and<br />
the public and generally supports wind energy <strong>de</strong>velopment.<br />
FEE also works to create and strengthen links between the<br />

Created in 1993, the Syndicat <strong>de</strong>s énergies renouvelables (SER)<br />
is the French renewable energy association that regroups<br />
all the sectors: Biomass, Biofuel, Marine Power, Wind,<br />
Geothermal, Hydroelectricity, Thermal Solar, Photovoltaic and<br />
Thermodynamic Solar. The vocation of the SER is to <strong>de</strong>velop<br />
the share of renewable energy in <strong>France</strong>’s production and to<br />
promote the interests of the industrials and professionals.<br />
As a proactive force for the whole sector, the association<br />
dialogues with the French and European <strong>de</strong>cision-making<br />
bodies to facilitate <strong>de</strong>vising and setting up a suitable legal<br />
framework, and promotes the benefits of renewable energy to<br />
the public and the media.<br />
On December 1 st 2012, the SER regroups 450 members,<br />
representing a 10€bn turnover and 80.000 jobs in the renewable<br />
energy sector.<br />
The purpose of the Windustry <strong>France</strong> initiative, lead by the SER,<br />
is to reinforce the French wind power industry, to promote its<br />
actors, and also to i<strong>de</strong>ntify and support companies willing to<br />
integrate the wind power industry.<br />

Aquitaine is an attractive region for setting up industrial and<br />
R&D activities in the wind energy sector: a port, industrial<br />
areas, companies working in the wind energy sector such as<br />
EADS Astrium, Valorem and Plastinov. We offer industrial<br />
companies to join this cluster and <strong>de</strong>velop projects in Aquitaine.<br />
The Aquitaine Wind Industry Cluster is an association which<br />
aims to position the Aquitaine Region as a major national and<br />
European territory for wind energy sector.<br />
Supported by the Aquitaine Regional Council and Bor<strong>de</strong>aux<br />
Metropole, this cluster fosters links between cutting-edge<br />
companies in energy storage, aerospace, <strong>de</strong>fense, materials<br />
and composites, world-renowned higher-education and<br />
research centers. In the cluster, leading companies in the<br />
wind energy sector contribute to industrial <strong>de</strong>velopment<br />
and to innovation with their knowledge of the market and its<br />
requirements.<br />
Presi<strong>de</strong>d by a manufacturer, the cluster aims to <strong>de</strong>velop and<br />
attract industrial activities in wind power, either with turbine<br />
manufacturers, or through subcontracting. It promotes<br />
therefore:<br />

infrastructures<br />
• Skills <strong>de</strong>velopment around industrial projects and training<br />

The objective of the Grenelle 2 law is to increase the percentage<br />
of renewable energies to 23% by the year 2020. As the number<br />
one region in installed capacity, Picardie has ma<strong>de</strong> great<br />
stri<strong>de</strong>s towards this transition with nearly 1000 MW installed to<br />
date and has commited to reach 2800 MW by 2020, not counting<br />
the 6000 MW offshore that have been projected for 2020, much<br />
of which directly concerns the region.<br />
Picardie has strong assets and industrial expertise (mechanics,<br />
hydraulics, metalurgy, electronics; composites, etc.), and the<br />
Region is also committed to strengthening the competitiveness<br />
of its companies by supporting industrial diversification projects<br />
and consolidating its top suppliers. Furthermore, the Region<br />
promotes the emergence of collaborative projects that bring<br />
sector companies, technology transfer centres and research<br />
centres together to create future wind power technologies.<br />
Finally, the Region offers training to prepare for employment in<br />

in Toulouse, <strong>France</strong>. Innovation at Epsiline is the result of 15<br />
years research and know-how in optoelectronics. Innovation<br />

Our products are optical anemometers emitting laser beams.<br />
Each beam is focused on wind particles (aerosols) acting as<br />
light scatterers. The scattered light shows a wavelength shift:<br />
this phenomenon is commonly known as the Doppler Effect.<br />

wind flow to access an accurate wind speed measurement and<br />

SCAIME has become one of the world lea<strong>de</strong>rs in the field of<br />
measurement, with its technological mastery and powerful<br />
products. The company offers now a solution of fibre optic<br />
measuring systems with strain gauges, temperature sensors<br />
and optoelectronic data acquisition units <strong>de</strong>veloped from<br />
Bragg grating technology.<br />
These fibre optic sensors have a set of features that open up new<br />
horizons, they are completely insensitive to electromagnetic<br />
interference, lightning in particular. They are intrinsically very<br />
robust with a high fatigue resistance and can be used in severe<br />
climate conditions (humidity, salt, cold, heat). The wiring is<br />
reduced as up to twelve gauges can be placed in series on a<br />
single optical line with no limit to length.<br />
The system offered by SCAIME measures the stresses on the<br />
bla<strong>de</strong>s as well as on the mast and the foundations and offers<br />
numerous analysis options. The calculation mo<strong>de</strong>ls can be<br />
parametrised according to the characteristics of the structure<br />
to be monitored and had been <strong>de</strong>signed in cooperation with<br />
turbine manufacturers in or<strong>de</strong>r to adapted the mo<strong>de</strong>l to the<br />
different types of turbine. Our solution can also been installed<br />
in areas where there is a risk of ice formation. And finally,<br />
thanks to its properties, this technology enables simple and<br />
easy compensation of any thermal drift, thus avoiding the need<br />
