7.0. PROCEDURE TO BE FOLLOWED FOR SUBMISSION OF OFFER :<br />

7.1. PRE-BID MEETING /PRESENTATION :<br />
The agencies who have responded and qualified for bidding shall make the<br />
presentation and attend for the Pre-bid meeting as per the dates indicated by HPCL.<br />
As a part <strong>of</strong> the above, the agency is required to give a presentation regarding the<br />
method <strong>of</strong> execution for completing all the jobs within time schedule. The meeting is to<br />
clarify the scope <strong>of</strong> job and enable clear the doubts, if any, by the agencies<br />
subsequent to the field visit and review <strong>of</strong> tender enquiry.<br />
The meeting shall be represented by a competent technical person to clarify and<br />
discuss the job scope in its entirety. All the discussion shall be minuted and reviewed.<br />
The above activity (Presentation/Meeting) has to be completed on or before<br />
28-April-2008 tentatively .<br />
7.2. CLARIFICATIONS :<br />
After site visit, presentation and meeting with the bidders, if any clarifications to be still<br />
addressed, the same will be informed to the agencies before 30-April-2008 to enable<br />
them to submit their <strong>of</strong>fer.<br />
7.3. SUBMISSION OF OFFER :<br />
After considering the clarifications provided by HPCL, if any, the agency shall submit their<br />
<strong>of</strong>fer on or before 09-May-2008 at 11 a.m. The <strong>of</strong>fer (unpriced bid) should also contain the<br />
record notes <strong>of</strong> the joint meeting.<br />
AGENCY SHALL SUBMIT THEIR OFFER IN TWO BID SYSTEM IN THREE PARTS<br />
CONTAINING THREE SEPARATE SEALED ENVELOPES AS FOLLOWS :<br />
7.3.1. ENVELOPE-I (EMD) :<br />
This Envelope-I should contain EMD (Earnest Money deposit) i.e. Rs.20,00,000/- (Rupees<br />
Twenty Lakhs only).<br />
Earnest money deposit <strong>of</strong> Rs. 20.0 lakhs in the form <strong>of</strong> a crossed DD or a non-revocable<br />
B.G in favour <strong>of</strong> HPCL from any scheduled bank (Other than cooperative bank) payable at<br />
Visakhapatnam in favour <strong>of</strong> HPCL Visakhapatnam in the Pr<strong>of</strong>orma enclosed. The B.G<br />
shall be valid for 8 (eight) months from the due date <strong>of</strong> submission <strong>of</strong> bid as per B.G<br />
Pr<strong>of</strong>orma. Public sector enterprises and Vendors registered with National Small Scale<br />
Industries <strong>Corporation</strong> (NSIC) are exempted from payment <strong>of</strong> EMD.<br />
The Envelope should be superscribed as follows :<br />
