4.3 On completion <strong>of</strong> work, contractor shall submit material reconciliation<br />

statement for all free issue materials issued by HPCL in the prescribed format<br />

and shall be certified by ENGINEER-IN-CHARGE. Any surplus materials shall<br />

be returned back to HPCL stores. In case contractor uses excess materials for<br />

any reason than the required material and also if the contractor could not<br />

return the balance material as per the approved material reconciliation<br />

statement by the ENGINEER-IN-CHARGE, HPCL will recover the cost <strong>of</strong><br />

materials as per their standard practice.<br />

4.4 Free issue materials will be supplied by HPCL progressively.<br />

5.0 TIME SCHEDULE:<br />

5.1 Contractor should note that this is a fast track project and hence time is the<br />

essence for the contract. The completion period for the entire job in five<br />

months for supply at HPCL site and 20 days from the date <strong>of</strong> advice for<br />

dismantling and erection during shut own period.<br />

5.2 Residual engineering, detailed fabrication <strong>drawings</strong>, approval <strong>of</strong> <strong>drawings</strong> from<br />

IBR/CEPS/HPCL, procurement <strong>of</strong> all materials (except HPCL free issue<br />

material), fabrication (at shop and site) and supply including transportation to<br />

site within 5 months from the date <strong>of</strong> Fax <strong>of</strong> Intent.<br />

5.3 Execution <strong>of</strong> site work viz., dismantling <strong>of</strong> stacks, Convection sections etc., and<br />

erection <strong>of</strong> stacks convection section, soot blowers, erection <strong>of</strong> bracings,<br />

platforms, ladders, gratings etc. to be completed during the shut down period<br />

<strong>of</strong> 20 days. The contractor shall be intimated 25 days in advance for taking up<br />

<strong>of</strong> the above job.<br />

5.4 Till such time the erection activities are taken up, it is the responsibility <strong>of</strong> the<br />

contractor for the safe custody <strong>of</strong> the completed convection section and stacks,<br />

other fabricated structural item etc., at the fabrication yard. The necessary<br />

watch and ward arrangements etc., are to be provided by the contractor. The<br />

contractor is solely responsible for any loss, damage etc., for all these<br />

materials till they are erected and handed over.<br />

5.5 Contractor should confirm the above time schedule and submit a detailed<br />

schedule <strong>of</strong> various activities.<br />

6.0 PAYMENT TERMS:<br />

- 10% interest bearing advance after acceptance <strong>of</strong> LOI and on establishment <strong>of</strong> site<br />

<strong>of</strong>fice at the fabrication yard at HPCL premises against submission <strong>of</strong> B.G as per<br />

HPCL format for equivalent for amount from a scheduled Bank (Other than Cooperative<br />

Banks) valid for the contractor period plus 3 months claim period there<br />

after. This advance shall be recovered from the running bills on prorate basis.<br />

Interest shall be charge at SBI’s PLR rate + 0.5%.<br />

- 10% <strong>of</strong> against preliminary approval <strong>of</strong> the following <strong>drawings</strong> for both the Heaters<br />

against submission <strong>of</strong> B.G as per HPCL format for equivalent amount from a
