4.3 On completion of work, contractor shall submit material reconciliation
statement for all free issue materials issued by HPCL in the prescribed format
and shall be certified by ENGINEER-IN-CHARGE. Any surplus materials shall
be returned back to HPCL stores. In case contractor uses excess materials for
any reason than the required material and also if the contractor could not
return the balance material as per the approved material reconciliation
statement by the ENGINEER-IN-CHARGE, HPCL will recover the cost of
materials as per their standard practice.
4.4 Free issue materials will be supplied by HPCL progressively.
5.0 TIME SCHEDULE:
5.1 Contractor should note that this is a fast track project and hence time is the
essence for the contract. The completion period for the entire job in five
months for supply at HPCL site and 20 days from the date of advice for
dismantling and erection during shut own period.
5.2 Residual engineering, detailed fabrication drawings, approval of drawings from
IBR/CEPS/HPCL, procurement of all materials (except HPCL free issue
material), fabrication (at shop and site) and supply including transportation to
site within 5 months from the date of Fax of Intent.
5.3 Execution of site work viz., dismantling of stacks, Convection sections etc., and
erection of stacks convection section, soot blowers, erection of bracings,
platforms, ladders, gratings etc. to be completed during the shut down period
of 20 days. The contractor shall be intimated 25 days in advance for taking up
of the above job.
5.4 Till such time the erection activities are taken up, it is the responsibility of the
contractor for the safe custody of the completed convection section and stacks,
other fabricated structural item etc., at the fabrication yard. The necessary
watch and ward arrangements etc., are to be provided by the contractor. The
contractor is solely responsible for any loss, damage etc., for all these
materials till they are erected and handed over.
5.5 Contractor should confirm the above time schedule and submit a detailed
schedule of various activities.
6.0 PAYMENT TERMS:
- 10% interest bearing advance after acceptance of LOI and on establishment of site
office at the fabrication yard at HPCL premises against submission of B.G as per
HPCL format for equivalent for amount from a scheduled Bank (Other than Cooperative
Banks) valid for the contractor period plus 3 months claim period there
after. This advance shall be recovered from the running bills on prorate basis.
Interest shall be charge at SBI’s PLR rate + 0.5%.
