submission <strong>of</strong> <strong>of</strong>fers, i.e. on 09-May-2008 at 11 a.m., in the presence <strong>of</strong> the<br />
participating bidders or their authorised representatives.<br />
8.3 The Priced bids <strong>of</strong> the technically & commercially acceptable bidders, will be opened<br />
subsequently, in the presence <strong>of</strong> qualified bidders or their authorised representatives.<br />
Priced Bids opening Date and time will be intimated to the technically &<br />
commercially acceptable bidders, subsequently.<br />
8.4. NOTES :<br />
8.4.1. HPCL reserves the right to reject any or all bids without assigning any reason,<br />
whatsoever there<strong>of</strong>.<br />
8.4.2. The prevailing Government <strong>of</strong> India guidelines for units registered under NSIC<br />
regarding exemption <strong>of</strong> Tender Fees, EMD & Security Deposit and Price<br />
Preference will be applicable. However relevant supporting documents to be<br />
furnished for claiming the same.<br />
8.4.3. The prevailing Government <strong>of</strong> India guidelines for Central Public Sector<br />
Undertakings regarding exemption <strong>of</strong> EMD & Purchase preferences shall be<br />
applicable.<br />
8.4.4. HPCL takes no responsibility for delay <strong>of</strong> non receipt <strong>of</strong> bids sent by post or by any<br />
other means. Offers received after the due date and time will be rejected. Telex /<br />
Fax / E-mail <strong>of</strong>fers are not acceptable.<br />
8.4.5. If the bidder is de<strong>list</strong>ed / holiday <strong>list</strong>ed as <strong>of</strong> the closing date <strong>of</strong> the tender (last date<br />
for submission <strong>of</strong> <strong>of</strong>fer), neither their bid nor their experience shall be considered<br />
for evaluation.<br />
8.4.6 Offers submitted without the EMD (Earnest Money Deposit) <strong>of</strong> Rs.20,00,000/-<br />
(Rupees Twenty Lakhs) , shall be rejected and the subject tenderer will not be<br />
allowed to witness the tender opening.<br />
8.4.7 The EMDs <strong>of</strong> the unsuccessful bidders would be released upon placement <strong>of</strong> the<br />
Purchase order on the successful bidder. The EMD <strong>of</strong> the successful bidder would<br />
be released on submission <strong>of</strong> Security Deposit.<br />
8.4.8 Offers <strong>of</strong> Bidders not meeting the delivery clause shall be rejected.<br />
8.4.9 Offers <strong>of</strong> bidders taking any deviation from tender conditions shall be liable for<br />
rejection.<br />
9. Offer Validity : Six months from the date <strong>of</strong> opening <strong>of</strong> the bid.<br />
10. Contract Validity : 24 months from the date <strong>of</strong> Fax <strong>of</strong> Intent.<br />
